SUBJECT: Task Assignment DC054B (HW557)
This Task Assignment is for the Site Assessment at the former Cotney’s All Pro Cleaners site.
The fieldwork will be completed in approximately seven days and a Site Assessment Report (SAR) will be submitted as the final deliverable. All work will be performed in accordance with the approved work plan.
The final task assignment total is $67,449.69. Arcadis may invoice according to the attached schedule.
Specific negotiated subtasks are as follows:
Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.
Subtask 2: Site Assessment This subtask provides funds for soil, vapor and groundwater screening and monitor well installation at the facility. FDEP’s geologist approved sampling locations and the overall approach to the assessment presented in the updated August 2020 Work Plan.
Landmark will provide a professional site survey of all sampling locations.
Geoview will provide a GPR survey/Sewer camera video based on their low bid of three bids solicited. One subcontractor could not provide the sewer camera.
Groundwater Protection was selected as the drilling subcontractor based on their low bid of three bids solicited. ALF was chosen as the mobile lab based on their low bid of two bids solicited. A third mobile lab could not be located in Florida.
Subtask 3: Site Assessment Report (SAR) All activities and analytical results obtained during site assessment work will be submitted to FDEP as a written report. This report will include appropriate figures, graphs, data tables, etc.
Additionally, Arcadis will provide electronic deliverables in the approved FDEP format. IDW manifests will also be provided to FDEP as part of the final deliverable.
Initial Site Assessment Work Plan
Arcadis .com \\arcadis-us.com\officedata\Tampa-FL\ENV\TF\FDEP Drycleaners\FDEP Drycleaner Program\Cotneys\Cotney's_ISA_WP_06192020 Final_Rev1_08.2020_.docx 5 water and sanitary sewer collection for the Site and that no septic systems currently exist. Natural gas, telephone, and electric is also supplied to the Site. No onsite private supply wells were observed. The current Site layout is provided on Figure 3.
The location of the 1998 soil sample remains unpaved near the former boiler room. The location of the former drycleaning machine was apparent based on the floor markings. Floor drains were present in the bathroom and just outside the bathroom to the northeast. A copy of the completed Site Visit Checklist, current Site photographs, and survey received from the property owner representative are presented in Appendix F.
5 INITIAL SITE ASSESSMENT WORK PLAN
A flexible assessment approach will be used to create a site-specific unsaturated soil and groundwater database capable of determining the absence/presence and extent of chlorinated drycleaning solvents above soil and groundwater CTLs. In addition, potential risks and exposure pathways will be identified and a preliminary recommendations and design provided for remedial action, if justified. The proposed assessment activities will be completed in accordance with FDEP’s Standard Operating Procedures (SOP) (001/01), the site-specific HASP, FDEP’s Considerations for Assessment of Drycleaning Solvent Contaminated Sites (FDEP, 2002), and Conducting Contamination Assessment Work at Drycleaning Sites (SCRD, 2010).
Based on the reported historical PCE contamination in the shallow soil near the outside of the southwest corner of the building and presumed shallow water (~5 ft bg) based on the adjacent wetlands, multiple assessment methodologies are proposed. Unsaturated soil assessment will be completed by the installation of soil borings to two feet into the water table, soil field screening using a PID capable of detecting to parts per billion (ppb), commonly referred to as a ppbRAE®, soil sampling in conjunction with field screening analysis utilizing a National Environmental Laboratory Accreditation Program (NELAP)-accredited fixed base laboratory; and Modified Active Soil Gas Survey (MAGS) methodology. Assessment of the groundwater will be completed utilizing vertical profiling, direct-push technology (DPT) in conjunction with field analysis utilizing the NELAP-accredited mobile laboratory, microwell installations, sampling/analysis of microwells for fixed-based laboratory analysis of volatile organic halocarbons (VOH);
surveying of elevation of wells/water level measurements to confirm groundwater flow direction, and biogeochemical characterization of Site groundwater. Site assessment methods and techniques are described in detail below.
5.1 Site Preparation, Utility Locate, and Sewer Line Scan
Arcadis will contact the current Site operator and current property owner representative to share proposed sampling locations and advise schedule/notification requirements prior to completing field work.
Arcadis will then conduct a Site visit to oversee a subsurface private utility locate at the Site. The purpose of the utility locate will be to establish/confirm the suspected locations of underground utilities (Sunshine State One Call will initially locate utilities on and surrounding the Site).
At the commencement of field activities Arcadis will contract with a vendor to video scan the sewer lateral beginning at the southwestern corner of the facility to the northeast connection with the main shopping plaza sewer lateral. The intent of the scan is to locate potential integrity issues in the sewer pipe where
\\arcadis-us.com\officedata\Tampa-FL\ENV\TF\FDEP Drycleaners\FDEP Drycleaner Program\Cotneys\Cotney's_ISA_WP_06192020 Final_Rev1_08.2020_.docx 6 drycleaning solvents may have historically been released to the subsurface. Locations of observed deficiencies will be targeted for further soil/groundwater assessment if warranted.
5.2 Soil Assessment and Sub-Slab Soil-Gas Sampling
5.2.1 Unsaturated Soil Assessment
One continuous soil boring (SB001) will be installed to a depth of approximately 40 ft bg, or into the top of the confining clay layer, to characterize lithology and for field screening of the unsaturated zone for synthetic organic vapors. Lithologic log of the general geology at the Site will be developed from the soil samples collected from this soil boring. Soil samples from each boring will be described by an on-Site Arcadis geologist.
To confirm if past drycleaning operations at the Site had an adverse impact to unsaturated soil quality conditions, 12 soil borings (SB001-SB012) for collection of soil samples are proposed for installation at the locations shown on Figure 4. The initial sample location will be placed in vicinity of the confirmed PCE release (former C.C. – 2B sample collected from two feet below land surface outside the rear of the facility, next to the boiler room). Additional boring/sample locations will be placed inside the building, outside the building, former boiler room, near the storm sewer grate, and dumpster. The field results from these initial sample locations will be used to direct/select additional sample locations, if necessary.
The soil borings will be installed using hand auger and/or DPT. A concrete coring machine will be used to bore through the concrete floor inside the building to access the underlying soils. Soil samples will be collected immediately below the asphalt/concrete surface cover and at one-foot depth intervals to a depth of one foot into the water table (estimate 6 ft bg – water table assumed to be approximately 5 ft bg). Soil samples designated for field-testing (up to 6 samples/boring x 12 initial boring locations or a total of up to 72 soil samples) will be transferred to mason jars, covered with aluminum foil and screened with a ppbRAE equipped with a photo-ionization detector to determine if the soils contain the presence of synthetic organic vapors. All 72 soil samples will be collected and submitted to a fixed-based laboratory for analysis of VOHs by EPA Method 8260. In addition, split samples from all soil borings will be collected and placed on hold for Synthetic Precipitation Leaching Procedure (SPLP) analysis. After receiving the initial results, the laboratory will be instructed to analyze target SPLP samples as necessary (assumes 10 analyzed). Following the sampling, the boreholes will be sealed with cement grout or converted to a well (MAGS or microwell) as described below.
5.2.2 Modified Active Gas Sampling
MAGS is proposed for completion inside and outside the building. MAGS will be completed in general agreement with the Modified Active Gas Sampling Manual, dated October 12, 2004. Six MAGS wells (MAG01 – MAG06), constructed of 2-inch diameter PVC with 0.010-inch slotted screen set from 0.5 to 5 ft bg, will be installed using a hand auger. In addition, the concrete slab inside the building appears to provide adequate surface cover seal. Final MAGS well construction will be field determined. One vapor sample will be collected from each MAGS well for analysis of VOHs by EPA Test Method TO-15.
Proposed MAGS well layout locations are depicted on Figure 4.

5.3 Groundwater Assessment
5.3.1 Groundwater Vertical Profiling
Groundwater assessment will be conducted utilizing vertical profiling (VP) by a DPT drill rig and portable gas chromatograph (mobile laboratory) screening of water samples for VOHs. Initially, eight VP locations (VP001 – VP008) are proposed at or near reported and suspected source areas and downgradient as shown on Figure 5. VP assessment will be conducted using an “inside – out” strategy by beginning at the historical on-Site “hot spot” soil sample location.
Assuming the water table will be encountered at approximately 5 ft bg, samples starting at the water table and at 10-ft depth intervals using a 4-ft long screen sampler to a total depth of the confining unit, expected to be no deeper than 30 ft bg. The sample intervals are anticipated to be approximately 5-9, 15- 19, and 25-29 ft bg. Lithologic information from Soil Boring SB001 will be used to determine exact sample intervals. Each VP water sample will be screened by the mobile laboratory (total 24 groundwater samples
– 3 samples/VP x 8 VPs) for on-Site VOH analysis. Termination depths of VPs will be based upon sample results (two consecutive depth interval samples that indicate VOHs are below GCTLs) or contact with an underlying confining layer. Five samples will be submitted to a fixed-based laboratory for confirmatory analysis of VOHs by EPA Method 8260. Following sampling, each vertical profile borehole will be sealed with cement grout or completed with a microwell as summarized below.
5.3.2 Microwell Installation and Sampling
Arcadis will install microwells at select locations based on VP groundwater results to provide permanent groundwater sample/monitoring locations. For purposes of this work plan, it has been assumed that 12 one-inch diameter microwells (MW001 – MW012) will be installed to help delineate vertical and lateral extents of solvent-impacted groundwater. Up to two shallow wells (MW001 and MW002) will be installed using a hand auger inside the facility by hand. An additional five shallow microwells (MW003 through MW007) will be installed with 10-ft of 0.010-inch slot pre-pack screen, between 2-12 ft bg to help delineate the horizontal extent of the shallow plume. Also, five deep (MW008 through MW012) microwells will be installed with 5-ft of 0.010-inch slot pre-pack screens at the base of the surficial aquifer, between 25-30 ft bg to delineate the vertical extent of the plume. Final well locations, dimensions, including depth, screen interval and diameter will be determined based upon VP results and groundwater elevations encountered during assessment activities; however, the initial conceptual well locations are presented on Figure 5.
Arcadis will sample the 12 newly installed microwells for VOHs. Additionally, groundwater samples for biogeochemical characterization of groundwater will be collected from three wells (upgradient, source area, and leading edge of plume) and analyzed by a fixed-based lab (Florida Testing Services, Inc.) for total organic carbon, nitrate, sulfate, sulfide, total iron, ferrous iron, carbon dioxide, methane, ethane, and ethene; assuming detection of solvent contamination above GCTLs.
5.4 Well Location/Elevation Survey and Area Reconnaissance
Well survey latitude, longitude and top of casing elevations to the nearest 0.01 ft-NGVD will be collected by a licensed professional surveyor from the newly-installed microwells to determine current groundwater
\\arcadis-us.com\officedata\Tampa-FL\ENV\TF\FDEP Drycleaners\FDEP Drycleaner Program\Cotneys\Cotney's_ISA_WP_06192020 Final_Rev1_08.2020_.docx 8 flow direction, including horizontal and vertical gradients. Soil boring, MAGS wells, and VP locations will be surveyed for latitude, longitude, and ground surface elevations to the nearest 0.01-ft NGVD.
Arcadis will attempt to identify any changes in reported current land use, potential future land use, and potential exposure pathways (direct and indirect) on or near the Site. Additionally, Arcadis will perform a windshield survey of public and private supply wells within one-quarter mile of the Site.
6 SITE ASSESSMENT REPORT
A draft SAR that describes the results of the proposed site assessment tasks described herein will be delivered to FDEP within 60 days of completion of the field work. The SAR will contain tables and figures summarizing the results of assessment activities and include conclusions and recommendations based upon findings. A draft SAR will be submitted to FDEP for review and comment. A final SAR will be submitted to FDEP within a few days of receipt of FDEP comments.
7 INVESTIGATIVE DERIVED WASTE
Investigative derived wastes (IDW - drill cuttings and purge water) generated during site assessment activities will be drummed, labeled and temporarily staged on-Site in Department of Transportation (DOT)-approved, 55-gallon steel drums. Arcadis will coordinate with a waste disposal contractor for non-hazardous disposal of the IDW and provide copies of final disposal manifests to FDEP.
8 QUALITY ASSURANCE & QUALITY CONTROL
All fieldwork will be performed in accordance with FDEP’s SOP (001/01) and the site-specific HASP included under separate cover. Additionally, sample analyses will be performed by NELAP-certified laboratories to method practical quantitation limits. Appropriate QA/QC samples will be collected during the assessment.
9 PROJECT SCHEDULE AND COST
Cost estimate/level of effort (CEF-LOE) worksheets and subcontractor bid copies for the implementation of this ISAWP are provided separately. The proposed resource loaded schedule for the site assessment and SAR document package, is presented in Appendix G.
