TO: Negotiation File Bacon’s Drive-In Cleaners Facility ID No. 53-9500573; ERIC_5362 Haines City, Polk County FROM: Theresa C. Pepe, Project Manager SUBJECT: Task Assignment DC052C (HW557) DATE: September 17, 2021
Arcadis U.S., Inc. will conduct confirmatory soil sampling in select locations based on data collected during the Site Assessment. This work will be conducted in accordance with the September 8, 2021, Work Plan submitted by Brian Burke of Arcadis.
The final task assignment total is $7,585.05. Arcadis may invoice according to the attached schedule.
Specific negotiated subtasks are as follows:
Subtask 1: Project Management This subtask is calculated automatically based on a percentage of total labor hours.
Subtask 2: Soil Sampling & Reporting Per the request of FDEP’s geologist, Arcadis will collect seven soil samples from four locations to confirm the presence of PAHs. Care will be taken to avoid asphalt or burned material that may indicate an external source rather than a source related to past drycleaning activity. Arcadis will submit a soil sampling report as the final deliverable which will include recommendations for additional actions as necessary.
Preferred Drilling Solutions (PDS) was chosen as the drilling subcontractor based on their low bid of three bids solicited.
Hours and costs are comparable to past task assignments of similar work.

Subject: Former Bacons Cleaners & Laundry Service Soil Sampling Proposal
Facility ID No. ERIC_5362
Task Assignment: #DC052C
Dear Ms. Pepe, Arcadis is pleased to provide the Florida Department of Environmental Protection (FDEP) this proposal to conduct supplemental soil sampling activities at the subject facility (Site). The subject property operated as drycleaner for approximately 41 years (~1957 to 1998). A soil sample identified the presence of Mineral Spirits (3,890 mg/kg) in shallow soils collected outside the rear of the facility in June 1996.
Site assessment activities were completed from October 2020 to February 2021 and included the sampling of soil throughout the Site. A total of 10 soil borings (SB001 through SB010) were installed using a hand auger and/or
Direct Push Technology (DPT), along with soil sample collection for soil vapor screening and laboratory analysis of selected volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), and total recoverable petroleum hydrocarbons (TRPH). The results of the soil analyses identified PAHs exceeding Soil Cleanup Target
Levels (SCTLs) at depths of four feet or less from four soil borings: SB001, SB003, SB005, and SB007 (Figure 1).
The presence of PAHs may be associated with asphalt or non-drycleaning operations; therefore, additional soil sampling was proposed in the Site Assessment Report submitted by Arcadis in April 2021 to identify the potential sources of PAHs.
Scope of Work
This proposal includes a description of the proposed scope of work, the associated estimated cost, and schedule for completion.
Field Activities
Arcadis and a drilling subcontractor will mobilize to the Site and cut 18-inch x 18-inch squares in the asphalt adjacent to the four target soil borings: SB001, SB003, SB005, and SB007. After the asphalt and underlying limerock base is carefully removed to expose the native soil, a hand auger will be used to advance utility clearance borings at the four corners of each square. The utility clearance borings will be advanced to at least one-foot below the target depth of

2/2 soil samples listed below in Table 1. Other utility avoidance lines of evidence include the subsurface private utility locate performed using ground penetrating radar (GPR) on October 21, 2020, a new Sunshine 811 call, and visual surface evidence of utilities. At the four boring locations, samples will be collected from dedicated liner cores within decontaminated DPT rod for PAHs analysis. Careful attention will be made to ensure that asphalt, burned material etc is not present in the samples to avoid potential influence from external sources of PAHs. Following sample collection, the borings will be backfilled and the asphalt squares replaced with black-dyed concrete.

SB003A 0.5 & 2 PAHs
SB005A 0.5 PAHs
SB007A 4 & 6 PAHs
Reporting
A summary letter with data tables and figures will be submitted to the FDEP within 60 days of field activities to document the field activities, results, and recommended path forward for the Site.
Schedule and Cost Estimate
Arcadis will schedule the field activities for September/October 2021, following receipt of a Task Assignment from
FDEP. The CEF/LOE is included as Attachment 1. The total cost to complete this scope of work is $7,585.05 and will be invoiced to FDEP upon approval of the summary letter report. Based on costs from the three bidders, Arcadis recommends that Florida licensed driller Preferred Drilling Solutions (PDS) perform the DPT work.
Closing Remarks
Arcadis appreciates the opportunity to provide environmental services to the FDEP. Please call if you have any questions or wish to discuss this proposal further.
Sincerely, Arcadis U.S., Inc.
