About this file

This document is a Task Assignment Notification Form for Florida Department of Environmental Protection (FDEP) Contract No. HW557, issued on September 28, 2021. The task assignment (DC039i) is between FDEP and contractor Arcadis U.S., Inc., with William Vogelsong as the contractor representative and Theresa C. Pepe as the DEP Contract Manager. The work is being performed for the Dapper Dan Inc. site located at 9850 Alt A1A #501, Palm Beach Gardens, Palm Beach County, Florida (DEP Site #ERIC_5085). The document outlines the scope, deliverables, timeline, and financial arrangements for annual groundwater monitoring activities at this former dry-cleaning facility.

The task involves annual groundwater monitoring from ten select monitor wells at the site, with all activities performed according to Arcadis's September 27, 2021 Work Plan. The work is structured in three subtasks: Project Management (automatically calculated as a percentage of total labor), Annual Groundwater Sampling (sampling ten monitor wells of various depths with IDW drummed and disposed by a licensed waste hauler), and Reporting (a written report with recommendations). The total task assignment value is $7,897.54 on a fixed price basis with zero retainage. The final deliverable is an Annual Monitoring Report/IDW manifest due January 7, 2022, with invoicing authorized upon FDEP approval of these deliverables. The period of performance extends through February 4, 2022. The cost estimate details labor for 55 total hours, travel expenses of $97.00 for vehicle rental, laboratory analysis costs of $830.00, field expenses totaling $745.95, and subcontractor costs of $165.00 for IDW disposal services provided by Clark Environmental Inc.

Proposal for Annual Groundwater Monitoring & Reporting Former Dapper Dan Cleaners 9850 Alternate A1A, Palm Beach Gardens, Florida Facility ID No. ERIC_5085

Dear Ms. Pepe:

As requested, Arcadis U.S., Inc. (Arcadis) is submitting this proposal to perform annual groundwater monitoring/reporting for the subject site. A proposed scope of work, schedule and cost estimate are included herein.

SCOPE OF WORK

Based on review of the site historical groundwater quality, discussions with the FDEP and Chapters 62-780 and 62-777 FAC, the following three tasks are proposed:

Task 1: Preparation and Site Access

This task includes laboratory subcontractor coordination, site access with property owner / manager, equipment checkout, and preparation for field activities.

Task 2: Annual Groundwater Monitoring

Sampling of select existing monitor wells is proposed to monitor plume extent and concentration trends that can be used to further limit the number of wells sampled during future monitoring events. Currently, based on 2020 data, there are two plumes. Monitoring in the intermediate and deeper zones is proposed in

2/3 the monitor wells between the plumes. Annual groundwater monitoring will be performed on a total of ten monitor wells (MW001, MW002I, MW006D, MW008I, MW009D, MW010, MW0011I, MW012D, MW013D, and MW014I).

One duplicate sample will also be collected from MW002I for quality assurance purposes (total of 11 samples). Each of the ten monitor wells will be purged and sampled using low-flow sampling techniques in accordance with Standard Operating Procedures (SOP). Purge water will be drummed for offsite disposal. Field water-quality parameters (pH, temperature, conductivity, redox potential and dissolved oxygen) also will be measured in these ten wells using a flow cell. The groundwater samples will be submitted to a NELAP-accredited laboratory for analysis of chlorinated solvents per EPA Test Method 8260. For the purposes of preparing water-elevation contour maps, water levels will be measured in the ten monitor wells sampled.

Task 3: Annual Groundwater Monitoring Report

A brief report summary documenting the sampling methodology and results, including a table summarizing the groundwater analytical results, figures illustrating the extent and magnitude of the solvent plume and copies of sample lab reports will be provided to the FDEP, along with recommendations for future site activities. The report will be signed and sealed by a Florida registered professional geologist

SCHEDULE

Arrangements for the completion of the 2021 groundwater monitoring activities will be conducted immediately upon receipt of a Task Assignment from the FDEP. Initiation of these activities is expected in October 2021. The Annual Groundwater Monitoring Report will be submitted to the FDEP within 60 days of the completion of filed activities.

This proposal and its contents shall not be duplicated, used or disclosed — in whole or in part — for any purpose other than to evaluate the proposal. This proposal is not intended to be binding or form the terms of a contract. The scope and price of this proposal will be superseded by the contract. If this proposal is accepted and a contract is awarded to Arcadis as a result of — or in connection with — the submission of this proposal, Arcadis and/or the client shall have the right to make appropriate revisions of its terms, including scope and price, for purposes of the contract. Further, client shall have the right to duplicate, use or disclose the data contained in this proposal only to the extent provided in the resulting contract.
