About this file

This document is a Task Assignment Notification Form under DEP Contract No. HW557, issued by the Florida Department of Environmental Protection (FDEP) to Arcadis U.S., Inc. for environmental assessment work at the Admiral Cleaners facility (ERIC_5186) located at 4645 Gun Club Road, West Palm Beach, Palm Beach County, Florida. The task assignment, designated DC050C, was executed on September 3, 2020, with Theresa C. Pepe serving as the FDEP Contract Manager and William Vogelsong as the Contractor Representative.

The scope of work comprises a Supplemental Site Assessment involving groundwater and soil sampling from five monitor wells, vapor sampling from three MAGS wells, and soil boring installation at two locations. The work is divided into three subtasks: Project Management, Site Assessment (including drilling subcontracted to Earth Tech Drilling for $1,275.00), and preparation of a Supplemental Site Assessment Report with IDW manifests. The total task assignment value is $12,409.47 under a fixed-price arrangement, with invoicing tied to FDEP approval milestones: $8,032.43 for approved fieldwork activities and $4,377.04 for approved reporting and project management. Field activities were scheduled for completion by October 30, 2020, with the final report due December 11, 2020, and the task assignment period extending through January 29, 2021. Laboratory analytical costs of $1,590.00 and shipping costs of $126.00 are included in the overall budget.

SUBJECT: Task Assignment DC050C (HW557)

This Task Assignment is for a Supplemental Site Assessment at the Admiral Cleaners site.

Arcadis will conduct additional soil & groundwater sampling as well as perform a MAGS test at select wells. Further information can be found in the September 3, 2020, work plan submitted by Doug McGlone of Arcadis.

The final task assignment total is $12,409.47. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Site Assessment This subtask provides funds for installing two soil borings outside the facility, resampling five existing monitor wells and performing a retest of “hot” MAGS well locations on a day when the drycleaning machine is not in operation. This work is being conducted to address FDEP’s comments from the initial Site Assessment Report received earlier this year.

Earth Tech was selected as the drilling subcontractor based on their low bid of three bids solicited.

Subtask 3: Site Assessment Report (SAR) All activities and analytical results obtained during site assessment work will be submitted to FDEP as a written report. This report will include appropriate figures, graphs, data tables, etc.

Additionally, Arcadis will provide electronic deliverables in the approved FDEP format. IDW manifests, if necessary, will also be provided to FDEP as part of the final deliverable.

Supplemental Site Assessment Proposal Admiral Cleaners (ERIC_5186) 4645 Gun Club Road, West Palm Beach, Palm Beach County, Florida

Dear Ms. Pepe:

Arcadis is pleased to provide the Florida Department of Environmental Protection (FDEP) this proposal for the former Admiral Cleaners USA site, located in West Palm Beach, Palm Beach County, Florida. This proposal has been prepared in response to FDEP email request dated May 6, 2020. The proposal includes the groundwater sampling of five monitor wells, vapor sampling of three MAGS wells, and reporting.

SCOPE OF WORK

The following sections provide a brief description of the tasks to be completed by Arcadis.

Task 1 – Project Management

This task includes project management activities associated with completion of Tasks 2 and 3.

Task 2 – Monitor Wells, MAGS Wells, and Soil Sampling

As requested, groundwater samples will be collected from five monitor wells (MW-X, MW-Y, MW004, MW006, and MW007) for analysis of VOHs by EPA Method 8260 by an accredited laboratory.

A re-test of MAGS01, MAGS02, and MAGS03 will be completed. The three re-tests will be conducted, equally divided, over a single 8-hour period and an air sample from will be collected at the conclusion of the test and analyzed for TO-

15. The MAGS testing will be completed on a day when the drycleaning machine has not been in operation. Arcadis will also coordinate with the drycleaner to ensure other solvents will not be in use the day of the testing.

Supplemental Site Assessment Proposal 3 September 2020

Page:

2/2

Two additional soil borings will be installed to approximately two feet into the water-table, 8 feet below grade, utilizing DPT. Soil will be collected in two-foot intervals, including 0-0.5 ft bg, totaling five soil samples from each location. All of the soil samples collected from each of the two soil boring locations and analyzed for VOHs by EPA method 8260. The soil borings proposed locations are one boring along the northern edge of concrete pad north of the drycleaner backdoor and one boring along the eastern edge of the a/c concrete pad. Following sampling, the boreholes will be backfilled and/or filled with clean silica sand and sealed with cement and/or asphalt.

Task 3 – Reporting

A supplemental assessment report documenting the well installations, sampling and results will be prepared and include conclusions and recommendations for future site work.

SCHEDULE

Arcadis will schedule field activities immediately upon receipt of the Task Assignment. The supplemental assessment report will be submitted within 45 days of completion of field work.

COST ESTIMATE

A Cost Estimate Form and Level of Effort (CEF-LOE) Form are attached for the above scope of work (Attachment 1).

CLOSING REMARKS

Arcadis appreciates the opportunity to assist the FDEP at this site. If you have any questions or wish to discuss this proposal, please do not hesitate to contact us.
