Task Assignment Notification Form Summary

This document is a Task Assignment Notification Form (WCP TAFORM 01_18) issued by the Florida Department of Environmental Protection (FDEP) Hazardous Waste Section to Arcadis U.S., Inc. for environmental remediation services at the former Dryclean USA #11301 site located at 2546 University Drive, Coral Springs, Broward County, Florida. The task assignment, designated DC029i under DEP Contract No. HW557, is administered by FDEP Contract Manager Theresa C. Pepe and contractor representative William Vogelsong. The work pertains to the Monitoring phase of site closure activities and is conducted under the authority of the state indefinite delivery vehicle contract HW557.

The contract tasks encompass annual groundwater monitoring and reporting for residual chlorinated solvent contamination at the site, with a total fixed-price assignment value of $7,858.06 and zero retainages. The scope includes three subtasks: Project Management (automatically calculated as a percentage of total labor costs); Annual Groundwater Monitoring (sampling from twelve monitor wells with field water-quality parameter measurements, water elevation surveys, and onsite purge water treatment); and preparation of an Annual Groundwater Monitoring Report documenting fieldwork, analytical results, and recommendations for future remedial actions. The deliverable is due October 1, 2021, with the task assignment execution period through November 5, 2021. Invoice payment of the full $7,858.06 is contingent upon FDEP approval of the Annual Monitoring Report and project management activities. The work is to be performed in accordance with Arcadis's March 30, 2021 Work Plan and comparable to other similar task assignments in scope and cost.

Subject:

Proposal for Annual Groundwater Monitoring and Reporting Former Dryclean USA #11301 Site (Facility ID ERIC_4169) 2546 N. University Drive, Coral Springs, Broward County, Florida

Dear Ms. Pepe:

Arcadis U.S., Inc. (Arcadis) is pleased to submit the following proposal/cost estimate for annual groundwater monitoring and reporting for the remaining drycleaner solvents in the groundwater at the subject site (currently a vacant space). This proposal includes a description of the proposed scope of services and an estimated cost and schedule for their completion.

SCOPE OF WORK

Task 1: Project Management

This task consists of project management-related activities in relation to the completion of Tasks 2 and 3.

Task 2: Groundwater Monitoring Event

In July 2021, groundwater samples from 12 monitor wells (MW001, MW002R, MW006, MW010, MW011, MW014, MW015, MW016, MW017, MW018, MW019, and MW020) will be obtained and delivered to a NELAC-accredited laboratory for VOH analyses to determine the extent of the residual chlorinated solvent plume.

One duplicate sample will be collected for QA/QC purposes as well. A full round of water level measurements, and field water quality from the above-listed 12 monitor wells will be performed.

Task 3: Annual Groundwater Monitoring Report

Upon completion of the field monitoring event and receipt of the sample analytical data, Arcadis will review/validate the data and prepare updated figures/tables and an Annual Groundwater Monitoring Report and submit to FDEP. This report will summarize the results of the monitoring activities completed at the site and include tables, figures and graphs of VOH concentrations, illustrate the treatment performance indicator parameters/trends, sample analytical reports, and recommendations.

SCHEDULE

Arcadis will coordinate the scope of work in July 2021, after receipt of a signed Task Assignment (TA).

The Annual Groundwater Monitoring Report will be delivered within 60 days of completion of the groundwater monitoring event.

COST ESTIMATE

Level of Effort (LOE) Forms and a Cost Estimate Form (CEF) that present estimated project costs are enclosed.

CLOSING REMARKS

Arcadis appreciates the opportunity to continue to assist the FDEP in the closure of the remaining drycleaning solvents in the subsurface at the former Dryclean USA #11301 site. If you have any questions or wish to discuss this proposal, please contact the undersigned.
