Subject:
Proposal for Supplemental Assessment and Interim Source Removal Sun Village Cleaners, Tampa, Hillsborough County, Florida Facility ID No. ERIC_4757
Dear Ms. Pepe:
Arcadis is pleased to provide the Florida Department of Environmental Protection (FDEP) this proposal to complete supplemental assessment activities and an interim source removal event at the Sun Village Cleaners Site, located at 4540 West Village Drive in Tampa, Florida (Site). Initial Site assessment activities conducted in November 2018 concluded that soil and groundwater impacts were not present above FDEP cleanup target levels. However, subsequent grab groundwater sampling of the modified active gas sampling (MAGS) wells indicated tetrachloroethene (PCE) and trichloroethene (TCE) concentrations above FDEP groundwater cleanup target levels (GCTLs). A FDEP memorandum dated October 30, 2019 recommended installation of a downgradient permanent monitoring well and an interim source removal measure in the vicinity of the former boiler room where MAGS01 is located.
SCOPE OF WORK
The scope of work is comprised of three tasks. The tasks include project management, field activities (well installation, sampling and MAGS testing), and reporting. A brief description of each task follows.

Task 1: Project Management
This task consists of project management activities and health and safety efforts in relation to the completion of Tasks 2, and 3.
Task 2: Field Activities
Field activities include a utility locate, well installation, sampling and a MAGS test described further below.
Well Installation
Prior to breaking ground, a state one call ticket will be entered and a private utility locate will be conducted utilizing ground penetrating radar. Arcadis will coordinate with licensed driller, Preferred Drilling Solutions, to install a permanent microwell (proposed MW009) via direct push technology (DPT) approximately 90 feet (ft) downgradient of the MAGS02 well location (Figure 1). The 1-inch diameter microwell will be installed with 10-ft of 0.010-inch slotted pre-pack screen, between 2 to 12 ft below ground surface (bgs). The well will be properly developed until relatively silt free water is obtained.
Two vacuum monitoring points (proposed VMP001 and VMP002) will be installed by hand auger to a total depth of approximately 5 ft bgs. Each VMP will be constructed of 4.5 ft of 0.010-inch slotted well screen.
The installation of the VMPs will be attempted approximately 5 ft and 7.5 ft from the MAGS01 location to refine the radius of influence achievable during the MAGS test. The actual location of the VMPs will be field determined based on utility and building restrictions (Figure 1).
Groundwater Sampling
Following installation, MW009 will be sampled no sooner than 24 hrs after development to confirm downgradient delineation of chlorinated volatile organic compounds (CVOCs) in the shallow surficial aquifer. An additional groundwater monitoring event will be scheduled during high water table conditions (August/September 2020) to allow sampling of the MAGS and VMP points. Additionally, monitoring wells MW005, MW006, and MW009 will be sampled during the same high water table event. All wells will be sampled using the conventional low-flow sampling methods described in the FDEP SOP 001/01.
Samples will be shipped to Xenco Laboratories located in Tampa, Florida, and analyzed for CVOCs by United States Environmental Protection Agency (USEPA) Method 8260. The purge water will be sparged onsite using a compressor and sampled to confirm results below FDEP GCTLs. Upon receipt of analytical data confirming results, the purge water will be discharged on an impervious surface per FDEP-approved best practice. As a result, development and purge water disposal is not included in this proposal.
MAGS Test/Interim Source Removal
An additional 8 hour MAGS test utilizing MAGS01 as the sole extraction point will be scheduled during the dry season (April/May 2020). The additional test will be conducted in general accordance with the Modified Active Gas Sampling Manual, dated October 12, 2004. The new VMPs and nearby monitoring

3/3 wells MW006 and MW008 will be monitored for vacuum influence during the test. MAGS02 and MAGS03 will not be monitored to limit disruption to business activities. Up to three vapor samples (20 minutes, peak PID reading, and end of test) will be collected from MAGS01 during the test and analyzed for VOCs by EPA Test Method TO-15.
Task 3: Reporting
A Site Assessment Report Addendum (SARA) will be submitted to the FDEP within 60 days of receipt of the laboratory analytical report. The SARA will contain tables and figures summarizing the results of the supplemental assessment activities and include conclusions and recommendations based upon findings.
SCHEDULE & COST ESTIMATE
Arcadis will schedule the well installation, sampling (MW009) and MAGS testing in April/May 2020, following receipt of a TA from the FDEP. The additional sampling event will be conducted in August/September 2020. The CEF/LOE is included as Attachment 1. The total cost to complete this scope of work is $18,581.95. Arcadis proposes the following invoicing schedule:
Completion of field activities $14,595.17
SARA submittal and PM $3,986.78
CLOSING REMARKS
Arcadis appreciates the opportunity to provide environmental services to the FDEP. Please call if you have any questions or wish to discuss this proposal further.
