About this file
This is a contract renewal and amendment package for DEP Contract No. HW557, a consolidated indefinite delivery contract between the Florida Department of Environmental Protection (FDEP) and ARCADIS U.S., Inc. The contract provides professional engineering and geological support services for the Waste Cleanup Program on a task assignment basis. The amendment, executed in March 2014, reflects a contract renewal renegotiation conducted pursuant to Chapter 2010-151, Laws of Florida, which requires state agencies to review existing contract renewals with private providers to reduce contract payments.
The contract renewal extends through December 22, 2020, with a total remaining period of five years. The contract ceiling was increased from $20,000,000.00 to $40,000,000.00, while the funding increment amount decreased from $4,975,249.83 to $4,850,249.83, representing a net savings of $125,000.00. The revised rate schedule (Attachment E-1) includes direct labor rates for various classifications ranging from $14.06 to $51.36 per hour, indirect rates applied as multipliers to direct labor costs, laboratory analysis rates with fully loaded pricing, equipment rental rates (day, week, and monthly), vehicle rental rates, personal protective equipment costs, and daily expendable rates of $32.50. A 3% across-the-board reduction in equipment cost rates was negotiated and agreed upon by both parties. The contract is funded through a combination of federal and state sources, with budget appropriations across multiple categories (101492, 101494, 082474, 088502, and 080524) under budget entity 37450300.
