Subtask 6A: Florida Burrowing Owl Survey

CPH will conduct a 100% survey of the project area and 35 feet adjacent to the project area to locate all potentially occupied (active or inactive) burrowing owl burrows.

The survey is a requirement of the Florida Fish and Wildlife Conservation Commission (FFWCC) permit application process. Surveys are only valid for 90 days.

The burrows will be marked in the field with flagging tape and/or stakes. The location of the burrows will also be located with a handheld GPS unit.

The location of survey transects will be located in the field and provided on the burrow survey map per FFWCC permitting requirements.

Approximate burrow locations will be plotted on an aerial photograph and designated as potentially occupied for use in project permitting and FFWCC reporting purposes.

During the course of the survey CPH scientists shall document the following:

o Burrow location latitude and longitude o Burrow Status Inactive vs Active o Burrow Photographs o Number of owls/eggs observed, nest condition

Subtask 6C: Pre-Activity Survey & Burrow Collapse or Excavation

Typical burrowing owl breeding season is February 15 July 10, but breeding does occur outside of this time period.

CPH will coordinate with the Client to schedule the pre-activity survey and burrow collapse or excavation 48 hours prior to the commencement of construction activities.

Before or after the breeding season, and 48 hours prior to construction activities, CPH shall conduct a pre-activity survey and visually inspect potentially occupied burrows using a video-scope to confirm the burrow is inactive. Incidental Take permits do not authorize taking of active burrows (burrows containing eggs or flightless young). If eggs or flightless young are found during burrow excavation, excavation will cease and the burrow will be repaired in accordance with FFWCC guidelines. A 33-foot buffer will be marked around any active burrow found during the pre-activity survey and excavation. All activity must occur outside of the burrow buffer until the burrow is determined to be inactive.

CPH will excavate and fill inactive burrows in accordance with permit conditions and FFWCC guidelines.

If the Permittee is unable to begin project activities within 48 hours of excavating and filling the burrow(s), the Permittee may be required to conduct daily monitoring as a provision in the permit to ensure that burrowing owls do not attempt to return to the site. Additional mitigation may also be necessary if burrowing owls must be harassed to keep them from returning to the site. If the delay between burrow excavation/filling and project activities is not authorized in the original permit, the Permittee will need to submit a permit amendment to address monitoring and any additional mitigation. A proposal for

Additional Services will be provided to the Client to address this circumstance if additional agency coordination, burrow monitoring and/or permit amendments are necessary.
