ER-HWY-260AC-816544/Fed. No.9999-325/RPE-1699544
Preamble The Puerto Rico Highway and Transportation Authority (PRHTA) is PROJECT:Landslide and Road Damage and Repairs Recommendations for PR 155 Km. 39.10 of the Municipality of Morovis, Puerto Rico. These highway and road segments are either within the Puerto Rico’s Federal Aid Highway System, or under the jurisdiction of the Department of Transportation and Public Works. The reconstruction activities will be financed by Emergency Fundsfrom the Federal Highway Administration (FHWA) and/or State Funds.
Section 106 of the National Historic Preservation Act (NHPA) requires that all federal agencies take into account the potential effects of their proposed projects on historic properties. Law number 112 of July 20, 1988, as amended, requires that the archaeological impact of any construction or reconstruction work on the sites, objects, documents or archaeological materials that exist in the jurisdiction of the Commonwealth of Puerto Rico be evaluated. This form has the objective of facilitating, streamlining and expediting the PRHTA and FHWA’s, compliance under these laws; and the Puerto Rico StateHistoric Preservation Office (PRSHPO) and the Council for the Protection of the Terrestrial Archaeological Heritage (the Council) review processes for these projects.
According to the federal and state consultation processes, it will be understood that a cultural resource is eligible to the National Register of Historic Places of the United States (NRHP) when it possesses integrity, and it has research potential or meets any of the National Register Criteria for Evaluation.

I.8 Proposed construction activities Describe the proposed construction activities. Include staging areas and new access roads, if any.
The Project shall be designed maintaining the same number of existing lanes prior to thehurricane Maria rainfall event and the traffic shall never be interrupted during construction. Gravity Retaining Wall, Type Gabion Wall, is the preferred alternative for this site because of the moderate cost, durability, aesthetics aspects, drainage capability, and smart and flexible.
Description of Gravity retaining wall (Gabion or Concrete Wall) – this will require an excavation of a minimum of about say 10 to 15 feet in order for the wall to bear on the underlying. Thoroughly Weathered Rock Formation (residual soil formation). The location of the wall shall be established such that the top of the proposed wall extends to the edge of the reconstructed roadway; the final depth of the wall shall also provide for the outside bottom edge of the wall to be located a minimum of 3 to 5 feet from the outside edge of the Thoroughly Weathered Rock Formation on the existing slope which may be approximately established the topographic survey information. At the required excavation level an Allowable Soil Bearing Pressure (Quall) of 4,000 pounds per square foot (psf) may be utilized for wall design; PRHTS standard drawings for these walls may be utilized.

V.2. Recommendations Statement
As part of this study we have consulted all the documentation related to the project area. The archaeological study includes the "Investigation of documentary sources of all kinds, interviews and preliminary recognition of the study area. It also includes the development of the sequence of use of the study area and the understanding of the environmental characteristics and the relationship in time and space of the identified archaeological resources. In order to establish strategies to be followed to determine the absence or presence of cultural resources in the area of impact.
To carry out this evaluation, a documentary investigation was carried out to associate with the project area and to determine the archaeological sensitivity. The municipality of Morovis presents a low archaeological sensitivity along the state Road PR 155.
According to the archaeological evaluation carried out in the project area, it has pronounced slope topography of 40 to 60 percent slope, which was cut and levelled to build the State Road PR 155, as obtained from the website Soil Survey National Service of U.S. Department of Agriculture, which makes it difficult to establish a pre-Columbian settlement. The field course showed that there are no cultural resources on the surface in the area where the construction project isLandslide and Road Damage and Repairs Recommendations for PR 155 Km. 39.10 the Municipality of Morovis, Puerto Rico. We determine that the project will not impact any cultural resources.
By the above factors exposed and the results of these, we recommend development and construction to the project proposersLandslide and Road Damage and Repairs Recommendations for PR 155 Km. 39.10, of the Municipality of Morovis, Puerto Rico, represented by the project proponent, as they have proposed.

40.30 the Municipality of Morovis, Puerto Rico. We determine that the project will not impact any cultural resources.
By the above factors exposed and the results of these, we recommend development and construction to the project proposersLandslide and Road Damage and Repairs Recommendations for PR 155 Km. 40.30, of the Municipality of Morovis, Puerto Rico, Landslide and Road Damage and Repairs Recommendations for PR 155 Km. 40.30 of the Municipality of Morovis, Puerto Rico
