III. OVERVIEW OF THE EVALUATION
The lead-based paint inspection is an investigation to identify all lead-based paint on a surface-by-surface basis. CMC Environmental Corp were inspected this project utilizing the Housing and Urban
Development (H.U.D.) inspection protocols revised (2012), and The Environmental Quality Board of P.R. (EQB).). Samples were taken at identified surfaces of the evaluated areas using Xray fluorescence (XRF) analyzer. The evaluation found that lead based paint was not present in components and surfaces tested through the site project on the date of the inspection.
Lead based paint inspection was performed by E.P.A. Model trained Lead Based Paint Inspector/
Risk Assessor Carlos M. Carrion, Certified by Environmental Quality Board of Puerto Rico (EQB), utilizing RMD LPA-1 Analyzer serial # 2526 the credential is provided in Appendix #1 (Certification, Licenses and Accreditations).
The RMD LPA-1 XRF analyzer is designed to measure the lead of surface coating on a variety of surfaces, substrates and components the measure is rapid and non- destructive and according to the manufacturer, is capable of detecting lead concentration that occur within numerous layers of various surface coatings.

V. SAMPLING PROCEDURES AND RESULTS PRESENTATION
The lead-based paint sampling procedures was design to evaluate and document all data obtained in the investigation in a sequential method that provided confidence at the moment of the results presentation.
The Lead Based Paint inspection was conducted following the U.S Department of Housing (H.U.D.)
Established in the Guidelines for the Evaluation and Control of Lead Based Paint in Housing (2012) and the Environmental Quality Board of Puerto Rico (EQB).
The Consumer Products Safety Commission (CPSC) has defined lead-based paint as containing 1.0 mg/cm² or more lead when analyzed by the XRF. The surfaces evaluation was performed as follow:
The standard operating procedure for XRF testing was performed as follows:
If lead concentration measured by XRF florescence Analyzer is less than (1.0 mg/ cm ²) the result is considered negative.
If the lead concentration measured by XRF florescence Analyzer is equal or greater than 1.0 mg
/ cm² the result is considering positive.
Inconclusive reading is generated from lead concentration measured by LPA-1 Lead Analyzer, except for metal substrate as per PCS for RMD is .8 to .9 mg/cm²
Each area within the dwelling units was assigned a room name and number (According to this use) within the room, a letter code was assigned to each surface area being tested.
Each letter code was assigned from left to right, clockwise, as the room was being entered.
The wall assigned the letter code A is the one to the left of the inspector when entering the room.
The Wall that is left behind the inspector as he enters the room usually the last wall and is labeled wall D. The wall in front of the inspector is labeled Wall B and the Wall to the right of inspector is labeled Wall C.
The lead regulatory levels provided below are those used when preparing this lead-based paint evaluation or when evaluating data collected. The EPA regulatory levels are the same as the state regulatory levels provided in the following table.
Table # 1 Lead Regulatory Levels:
EPA/DNER Levels
Lead Based Paint 1.0mg/cm² or 0.5% by weight or 5,000ppm
VI. SAMPLING METHODOLOGY AND ANALYSIS
The standard operating procedure for XRF testing was performed as follows:
A representative surface of each area with different paint covering and different surfaces were tested, (i.e., Road lines, etc.).
No paint chips samples were collected for laboratory analysis no lead measurements were inconclusive. Reading recorded on LBP Testing Data Sheet that contains a brief description of the area sampled per areas.
A full description of component types, substrate, color, location and XRF reading by the spectrum analyzer is provided for each area tested.
The components and areas that resulted negative for LBP (below 1.0mg/ cm²) except for those surfaces areas described in Section 2 of the summary of this report.
VII. CONDITIONS AND LIMITATION DISCLAIMER
CMC Environmental has performed this investigation in a thorough and professional manner consistent with commonly accepted industry standards and practices. The preparer cannot guarantee and does not warrant that this evaluation has identified all adverse environmental factor and/ or conditions affecting this property on date of the evaluation.
The results reported and conclusions reached by the preparer are solely for the benefit of the owner. The results and opinions in this report, based solely on the conditions found at the property (project) on the date of the evaluation, are valid only on that date. The preparer assumes no obligation to advise the client of any changes in any real or potential lead hazard at the structures evaluated beyond the date of the inspection report.
VIII. LEAD BASED PAINT TESTING METHODOLOGY
The hazard level of Lead Based Paint has been determined by the Department of Housing
& Urban Development as 1.0 mg/cm2 as measured by XRF or AAS (Atomic Absorption
Spectroscopy) or 0.5% by weight (or 5000 PPM) as measured by AAS or Induct Coupled plasma (ICP). The same level was adopted by Environmental Protection Agency (E.P.A.)
Regulation Published in 1992, under Title X, the only Lead Based Paint testing protocol officially available at this time was published by Housing and Urban Development (HUD).
Initially in 1990, revised in 1991 and finalized in 1995. A revised chapter VII was published in 1997 and revised 2012 In accordance to new protocol almost all surface present in the units have to be tested the above guidelines were used to perform Lead Based Paint testing for this project.
IX. XRF RESULTS
Refers to XRF lead based paint testing form for the detailed analytical testing results for each distinct areas inspected in appendix #2.
X. ABATEMENT CONDITIONS
Abatement is defined by HUD and the Department of Natural Resources and Environment
(DRNA) of Puerto Rico, means any set of measures designed to eliminate lead-based paint and/or lead based paint hazards permanently. The People providing these services must to be trained in accordance with DRNA licensing /certification requirements product manufacturer and/or contractor must warrant abatement methods to last a minimum of
Twenty (20) years or these methods must have design life at least 20 years.
Abatement activities may include, but are not necessarily limited to:
• On-site or off-site removal of lead-based paint (LBP) from substrate and components
• Replacement of components or fixtures painted with lead-based paint (LBP).
• Permanent enclosure of lead-based paint (LBP) with construction materials mechanically fastened to the substrate.
• Encapsulation of lead-based paint with specially designed encapsulant products.
• Removal or permanent covering (concrete or asphalt) of soil lead based paint hazards.
If enclosure or encapsulation is conducted as an abatement method, the lead-based paint remains on the property, so ongoing paint maintenance plan is required.
XI. CONCLUSION-RECOMMENDATIONS
According to the Environmental Quality Board of P.R. (EQB) lead regulations, prior to the demolishing or disturb components containing lead-based paint, the contaminated surfaces or substrates must be abated or removed. The waste generated has to be characterized to determine if the waste generated is hazardous or non-hazardous waste. The firm providing the abatement services must be certified as an abatement firm by the DNER. Workers conducting abatement must be trained and certified as abatement workers by a training provider accredited by the DNER.
Based on the lead-based paint inspection and the XRF field testing data generated components was identified with results above the allowable regulatory limits of 1.0 mg / cm² for lead-based paint.
