About this file
This Scope of Work Verification form pertains to the Orange County Transportation Authority (OCTA) Enterprise Asset Management System Phase 2 project in California. The document establishes guidelines for preparing scopes of work and specifications, requiring clear and concise descriptions that identify all characteristics and specific tasks without imposing unreasonable requirements or favoring particular vendors. The requisition (R000680) carries a budget of $1,500,000 for a two-year contract term. Project Manager Michael J. Bosche signed the verification on March 18, 2026, and submitted it with the corresponding scope of work document.
An addendum to the standard verification form clarifies that neither the standard independent preparation certification nor the "brand name or equal" exception applies to this requisition. OCTA specifically requires a vendor capable of working with Hexagon's Enterprise Asset Management (EAM) SaaS solution, which the organization recently implemented. The project seeks to expand the capabilities of the existing Hexagon EAM system rather than procure a new or alternative solution, making the vendor's specific expertise with this platform a critical requirement.

Addendum to Scope of Work Verification Requisition R000680
Neither option in the Scope of Work Verification form applies to this requisition. OCTA is seeking a vendor who can work specifically with Hexagon’s EAM. Hexagon EAM is the SaaS solution recently implemented at OCTA, the requisition is asking to expand the capabilities of that solution and not implement a new, different solution.
