This is a Public Notice and Request for Proposals issued by the Orange County Transportation Authority (OCTA) for Enterprise Asset Management System Phase 2 consulting services under RFP 250192. The Authority seeks qualified consultants to configure and expand Hexagon Enterprise Asset Management software capabilities across OCTA operations. A pre-proposal conference is scheduled for May 19, 2026 at 1:30 p.m. (available in-person at 550 South Main Street, Orange, California, or via Microsoft Teams), with written questions due May 26, 2026 at 2:00 p.m. Proposals must be submitted by 2:00 p.m. on June 23, 2026, with interviews scheduled for July 1, 2026. The contract will commence September 1, 2026 and continue through August 31, 2028, a two-year term. Deliverables include a configured production environment, gap assessment, configuration documentation, training materials, and five-year post-deployment support with a minimum 90-calendar-day post-Go-Live warranty.

The contract value is $1,500,000 on a firm-fixed-price basis, with no set-asides or local preferences applicable. The scope encompasses configuration of segregated business unit operations, decentralized inventory management with role-based access controls, mobile field execution with offline capability, preventive maintenance scheduling, digital inspection templates, audit logging, and enterprise system integrations across OCTA administration facilities in Orange, bus bases in Santa Ana and Garden Grove, contracted service locations in Irvine and Anaheim, and the OC Streetcar facility in Santa Ana. The system must integrate with existing Phase 1 systems (Fleetwatch, Hastus, ITMS, Data Warehouse) and support Contracted Fixed Route operations, OC Streetcar maintenance, and the Maintenance and Storage Facility. Evaluation will be weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (30%), and Cost (25%). The Authority may award to one or multiple vendors and will develop a competitive range and request Best and Final Offers as needed. Contractors must maintain insurance coverage (commercial general liability and professional liability of $1 million each, automobile liability of $1 million, and workers' compensation) and designate six key personnel subject to OCTA approval: Program Manager, Project Manager, Architect, Engineer/Developer, Business Analyst, and Trainer.
