About this file

This is an interoffice procurement plan memorandum from the Orange County Transportation Authority (OCTA) concerning RFP 250192 for an Enterprise Asset Management System Phase 2. The procurement seeks qualified consultants to provide enterprise asset management system services over a two-year contract term effective September 1, 2026 through August 31, 2028. The RFP format was selected because evaluation criteria beyond price are necessary to select the most qualified consultant. The Scope of Work specifies individual tasks and deliverables that vendors must address in their proposals.

The contract is structured as a firm-fixed-price engagement with a budget of $1,500,000 for the initial two-year term and no option terms. Evaluation will be weighted across four criteria: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (30%), and Cost (25%). The evaluation team comprises five internal members including representatives from Contract Administration and Management, Information Technology Project Management Office, Enterprise Computer Solution & Support, OC Streetcar Operations, and Contract Services Maintenance Oversight. Funding is provided through Local Measure M and Federal CMAQ sources. The procurement plan indicates that an independent cost estimate and Scope of Work verification form have been received, with requisition number R000680. Prevailing wages, liquidated damages, and DBE goals are applicable to this procurement.
