About this file
This is an interoffice memorandum from the Orange County Transportation Authority (OCTA) Finance and Administration department dated May 7, 2026, regarding the procurement plan and schedule for RFP 250192 "Enterprise Asset Management System Phase 2." OCTA is soliciting proposals from qualified consultants to implement the second phase of an Enterprise Asset Management (EAM) system. The procurement will be conducted as a Request for Proposals (RFP) rather than an Invitation for Bids, as the selection requires evaluation criteria beyond price considerations. The contract term is two years, effective September 1, 2026 through August 31, 2028, with no renewal options identified.
The project budget is $1,500,000 for the initial two-year term, funded through Local Measure M and Federal CMAQ sources. The contract will be structured as a firm-fixed price agreement based on the detailed Scope of Work provided to proposers. The evaluation criteria assign 25 percent weight to firm qualifications, 20 percent to staffing and project organization, 30 percent to the work plan and approach to meeting OCTA's asset management requirements, and 25 percent to cost. The procurement plan indicates that retention, prevailing wages, and liquidated damages provisions apply to this contract. The evaluation team comprises five members including the Senior Contract Administrator, Senior Project Manager, Senior Section Manager of Enterprise Computer Solutions and Support, Section Manager for OC Streetcar Operations, and Section Manager for Contract Services Maintenance Oversight. An independent cost estimate has been received, and the project requisition number is R000680.
