About this file

This is a Procurement Plan and Schedule memo from the Orange County Transportation Authority (OCTA) for RFP 250192 concerning the Enterprise Asset Management System Phase 2. The project seeks qualified consultants to implement an Enterprise Asset Management (EAM) system, with deliverables and tasks specified in the detailed Scope of Work. The contract term is two years, effective September 1, 2026 through August 31, 2028. The procurement plan designates this as a Request for Proposals rather than an Invitation for Bid due to the requirement for evaluation criteria beyond price in consultant selection.

The contract is structured as a firm-fixed-price engagement with a total budget of $1,500,000 for the initial two-year term. Evaluation will be weighted as follows: Qualifications of the Firm (25 percent), Staffing and Project Organization (20 percent), Work Plan (30 percent), and Cost (25 percent). No retention, prevailing wage, liquidated damages, or Disadvantaged Business Enterprise (DBE) goals apply to this contract. The evaluation team consists of five internal OCTA members: Gina Torres (Senior Contract Administrator), Cheryl Larson (Senior Project Manager), Mike Henry (Senior Section Manager), Tamika Wright (Section Manager III), and Fermin Mora (Section Manager III). Funding is sourced locally, with independent cost estimates and Scope of Work verification forms completed prior to procurement.
