About this file
This is an interoffice procurement memo from the Orange County Transportation Authority (OCTA) regarding RFP 250192 for an Enterprise Asset Management System Phase 2 project. The RFP seeks qualified consultants to provide enterprise asset management services, with a contract term of two years effective September 1, 2026 through August 31, 2028. The memo does not specify response dates, due dates, site visits, or bidder's meetings; however, it establishes the evaluation framework and procurement structure for the solicitation.
The contract is structured as a firm-fixed-price engagement with a budget of $1,500,000 for the initial two-year term. Evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (30%), and Cost (25%), with the Work Plan weighted highest to ensure the proposed EAM system meets OCTA's asset management requirements. The evaluation team consists of five internal OCTA personnel from the Contract Administration and Mortgage Management (CAMM) section and related departments. The funding source is identified as local, with an independent cost estimate and Scope of Work verification form already received. No prevailing wage requirements, liquidated damages, or Disadvantaged Business Enterprise (DBE) goals apply to this contract.
