About this file

This is a Scope of Work Verification Form submitted by the Orange County Transportation Authority (OCTA) in California for a Community Engagement Consultant Services project. The form certifies that the scope of work and specifications have been independently prepared to invite fair competition without favoring any specific vendor or brand. The project involves planning, implementation, and evaluation of a community outreach program targeting Orange County's underserved and underrepresented communities, with a budgeted amount of $885,000 over an initial two-year term. The form was submitted on October 24, 2025, with requisition number R000662 and requires signatures from both the Project Manager and the Department Manager/Director or Executive Director.

The verification form includes standard procurement guidelines establishing that scopes of work must be clear, concise, and identify all characteristics, specific tasks, and functions required. The document prohibits consultants from writing or assisting in the development of scopes of work in which they may subsequently bid. If brand name specifications are included, they must be accompanied by clear explanation that the specification is not restrictive and must identify salient characteristics to allow evaluation of equivalent alternatives. The form provides two certification options: one confirming independent preparation without brand name references or unreasonable restrictions, and another permitting brand name or equal descriptions when determined impractical or uneconomical, provided specific features and salient characteristics are clearly stated per Federal Transit Administration regulations.

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
