About this file

This is a procurement plan memo from the Orange County Transportation Authority (OCTA) for RFP 250090, Community Engagement Consultant Services. The Authority seeks qualified consultants to assist with planning, implementation, and evaluation of a community outreach program targeting Orange County's underserved and underrepresented communities. The contract will be awarded as a Time & Expense engagement with fully-burdened hourly rates and anticipated expenses proposed by firms. The initial contract term is two years with an optional two-year renewal period. The procurement plan identifies five required evaluation team members, including internal evaluators from OCTA's Contract Administration and Management, Procurement, and Marketing & Customer Engagement departments.

The budget for the initial two-year term is $885,000, with an option term valued at $720,000, funded through local Measure M and Federal CMAQ sources. The evaluation criteria are weighted as follows: Work Plan (30%), Staffing/Project Organization (25%), Cost (25%), and Qualifications of the Firm (20%). The RFP was selected over an Invitation for Bid because evaluation criteria beyond price are necessary to select the most qualified firm. The procurement plan indicates that retention requirements, prevailing wage obligations, and liquidated damages provisions apply to this contract. An independent cost estimate has been received, and requisition number R000662 has been generated to support the procurement process.

INTEROFFICE MEMO

Date: November 25, 2025

To: Ted Nguyen, Senior Section Manager, Public Outreach

From: Gina Torres, Senior Contract Administrator, CAMM

Subject: PROCUREMENT PLAN – RFP 250090 “Community Engagement

Consultant Services"

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.

Procurement Type: RFP IFB

Justification (explain the rationale for using the particular procurement type):

A Request for Proposals (RFP) was issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm to diversity outreach services.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 20%

Staffing/Project Organization 25%

Work Plan 30%

Cost 25%

Justification: The standard 25 percent for each criterion was not used in this procurement. Several factors were considered in developing the weights. Staff proposed assigning the greatest importance to work plan as the firm must demonstrate its approach to planning, implementing, and evaluating a community engagement outreach program for Orange County’s underserved and underrepresented communities. Qualifications of the firm is weighted at 20 percent to ensure the firm has prior experience providing community engagement outreach services. Staffing and project organization is weighted at 25 percent to ensure the proposed staff have expertise in completing the work required. Cost is weighted at 25 percent to ensure OCTA receives the best value for the service provided.

Contract Type: Time & Expense CTO-Based Firm Fixed Price

Justification (Explain the rationale for using the particular contract type): The contract type is time-and-expense because firms are requested to propose fully-burdened hourly rates and anticipated expenses for the work specified in the Scope of Work. The RFP does not have a specific Scope of Work detailing individual tasks.

Therefore, a firm-fixed price contract cannot be used.
