About this file
This is a solicitation attachment establishing infrastructure security controls requirements for the Arizona Lottery Commission's Lottery Business Intelligence (BI) Support contract (Solicitation No. BPM007090). The Arizona Lottery Commission seeks a comprehensive BI system to transform gaming data into actionable business intelligence, with proposals due September 18, 2025, at 3:00 P.M. Arizona time. A mandatory pre-offer conference is scheduled for August 26, 2025, at 9:00 AM Arizona time and will be held virtually. The contract will have a two-year initial term with potential extension to three years. Key deliverables include creating a data warehouse or data lake with gaming system transactions, providing analytical tools, maintaining a dedicated BI analyst for ad-hoc reporting, and supporting system-changed jackpot amounts. The evaluation will prioritize three factors in order of importance: Experience and Capacity of Offeror, Method of Approach, and Cost.
All contractors must comply with the State of Arizona's Data Security Standard S8120 and demonstrate compliance with National Institute of Standards and Technology (NIST) controls, with only NIST SP800-53 accepted for evaluation. Contractors will have access to both Public State Data (AZRAMP 125 / NIST Low Impact) and Confidential State Data (AZRAMP 325 / NIST Moderate Impact). Offerors must either submit AZRAMP, FedRAMP, or StateRAMP authorization certifications with their proposals, or complete the AZRAMP Level 1 Prerequisite Control Sheet. If awarded, contractors without existing authorization must undergo successful AZRAMP assessment within 45 days of contract award, with supporting documentation including an IT System Security Plan or Written Information Security Program. The state is moving toward requiring StateRAMP Authorization, and contractors will be notified of registration and authorization requirements at appropriate impact levels. The contract is firm, fixed-price, and all-inclusive with no guaranteed minimum spending, and contractors are responsible for loading historical lottery data and providing full-time BI operations staff.
