About this file

This is an Offer and Acceptance Form for Solicitation No. BPM007090, a Request for Proposal issued by the Arizona Lottery Commission for Lottery Business Intelligence (BI) Support services. The solicitation seeks a comprehensive BI system and support services to transform gaming data into actionable business intelligence, with proposals due on September 18, 2025, at 3:00 P.M. Arizona local time. Key deliverables include creating a data warehouse or data lake containing gaming system transactions, providing analytical tools, maintaining a dedicated BI analyst for ad-hoc reporting, and supporting system-changed jackpot amount tracking. The contract will be awarded for an initial two-year term with potential extension to three years. A mandatory pre-offer conference is scheduled for August 26, 2025, at 9:00 A.M. Arizona Time, to be held virtually. Proposals must be submitted electronically through the Arizona Procurement Portal (APP), and offerors must complete an Arizona Baseline Infrastructure Security Controls Pre-Requisite assessment. Offerors are required to submit their offers as firm proposals for 180 days following the solicitation due date.

The contract will be firm, fixed-price, and all-inclusive, with the State providing no guaranteed minimum spending and the contract to be used on an as-needed basis. Evaluation will prioritize three factors in order of importance: Experience and Capacity of Offeror, Method of Approach, and Cost. Contractors must demonstrate compliance with National Institute of Standards and Technology (NIST) Moderate or Low Impact security classifications and be prepared to undergo an AZRAMP assessment within 45 days of contract award, with potential future requirements for StateRAMP certification. Financial stability will be assessed during evaluation. Offerors certify compliance with applicable federal and Arizona state anti-discrimination laws, conflict-of-interest prohibitions, electronics and information technology compliance under A.R.S. 18-132, non-debarment status, and adherence to Arizona's boycott of Israel and forced labor prohibitions under A.R.S. 35-393 et seq. and A.R.S. 35-394, unless exempt under the sole proprietorship, small business, or non-profit organization exemptions.
