Program Background Power and Thermal Technologies Air and Space Program

Open ended BAA issued 18 July 2003

Solicitation open for seven (7) years

Calls for proposals to be issued as program requirements
. are identified

Focus in four major technology areas

Power Generation

Power Management and Distribution

Energy Storage

Subsystem Integration

Program Background

(CONTINUED)

Program Objectives:

Develop, demonstrate and improve upon key power and thermal technologies supporting air and space applications
Support integrated goals of the More Electric Initiative
Support directed energy weapons (DEW) application
DEW applications are driving electrical power requirements beyond the limits of conventional power and thermal management systems
Support space applications which require innovative technologies to reduce spacecraft size and weight, increase efficiency and operational life, and to produce affordable spacecraft

Background AFRL committed to technology demonstration for Directed Energy Weapons (DEW)

OSD Energy, Power & Thermal Initiative (EPTI) provides funding for a superconducting generator and power system for high power DEW and other service requirements

OSD out year funding depends on successful demo of superconducting generator no later than FY07

Possible Applications Directed Energy Weapons 1-5 MW Capability Needed for Multiple Applications Navy distributed power Army Future Combat Systems electric weapons E-10A

Overall Program Objectives

Design & develop multimegawatt power system technology
Continuous operation and dynamic operation (weapon requirements)

Ground demonstration of a ~ 5MW power system by end of FY09

Major Power System Components

Gas turbine: commercial off the shelf
Superconducting (SC) generator emphasis of effort with two builds anticipated
First demo: demonstrate by end of FY07 to at least 1MW or greater power level
Second demo: lightweight & compact producing at least 5MW of demonstrated power
Power conditioning: required operational but not lightweight & compact
Thermal management limited to component cooling only
Aircraft level thermal management concepts addressed under a different contract

Notional System Approach Analyze alternative power systems to meet requirements with range of weapon on-times and duty cycles

Define technical challenges to the offeror’s preferred power systems & assess risks

Program includes functionally testing one complete power system, but could include risk reduction for key elements of alternate system
Fabricate & test full scale power system
4-5MW superconducting generator specified as part of system testing, even if power system uses less generator power

Power System Requirements

Superconducting Generator Approach Define experiments to reduce risk to low-moderate range by program end

Generate 1MW of power or greater from superconducting generator by FY07
On drive stand with steady-state resistive load meets requirement
Subsequent testing (i.e. ramp rates, reactive loads, on-off cycles) determined by risk mitigation plan

Fabricate & test 5MW superconducting generator (could be same machine tested in FY07)

Proposal Evaluation Criteria

Technical evaluation criteria
The proposal must reflect a new and creative solution that clearly demonstrates technical or scientific merit and be highly relevant to Air Force needs

Successful development of the proposed effort must have a significant impact on advancing technology for air and/or space power applications

The proposal, including the proposed Statement of Work (SOW), must reflect a sound technical approach

The proposal must indicate that competent experienced engineering, scientific and technical personal are available to support the program and that necessary research/ test/ laboratory facilities are available

The proposal must indicate that the offeror has quality experience with the technology to be developed

Proposal Evaluation Criteria (continued) Cost/Price to be evaluated as follows:

Reasonableness and realism of proposed cost and fee

Consideration of proposed budgets and funding profiles

Cost/Price is a substantial factor, but ranked as the second order of priority

Proposal Evaluation Criteria (continued) Proposals will be classified as Category I, II, or III

Category I -- Well conceived, scientifically and technically sound, pertinent to program goals and offered by a responsible contractor with the competent scientific and technical staff and supporting resources needed to ensure satisfactory program results. Recommended for acceptance

Category II -- Scientifically or technical sound requiring further development. Recommended for acceptance, but with a lower priority than Category I

Category III -- Proposals not technically sound or does not meet agency needs

Proposal Evaluation Letters Upon completion of evaluation, offerors will receive an official notification of results.

Notification will be through e-mail and postal service
