BACKGROUND: Military aircraft, such as fighters, mobility/transport and Unmanned Air Vehicles (UAVs), are designed to withstand certain levels of electromagnetic environmental effects (E3) as governed by MIL-STD-464 and subsystems and equipment electromagnetic interference (EMI) as governed by MIL-STD-461A through E. However, their current level of E3 immunity will not be sufficient against future ground-based and platform-based sources. The Air Vehicle Electromagnetic Environmental Effects Immunity (AVE3I) Initiative is an over-arching, multi-organization program providing capability-focused application of more immune technologies, such as photonics and advanced shielding technologies, toward the goal of making all future aircraft inherently immune to high levels of E3, regardless of the source.

The vision for the AVE3I Initiative is to incrementally develop and validate technologies that will lead to an E3 Immune aircraft. This vision is separated into near-, mid- and far-term goals:

· Near Term - 2013 (Survive the Event): Developing technologies and techniques that will enable an aircraft to survive an extreme electromagnetic event and return to base safely. The aircraft will not be required to complete its planned mission.

· Mid-Term - 2017 (Survive the Event and Perform Limited Operations): Developing technologies and techniques that will enable an aircraft to survive an extreme electromagnetic event, perform limited portions of its intended mission, and return to base safely.

· Far-Term - 2025 (Survive the Event and Perform Full Operations): Developing technologies and techniques that will enable an aircraft to survive an extreme electromagnetic event and perform all mission segments successfully. This would be described as an E3 Immune Aircraft.

The focus of the Technology Development and Demonstration (TDD) for AVE3I Program, from FY06 to FY09, is on the Near-Term portion of the AVE3I Initiative vision. The goal of the TDD for AVE3I Program is to demonstrate the resilience of the flight control, electric actuation, and power management and distribution functions of an aircraft against elevated levels of EMI. These demonstrations will be in the form of laboratory and ground test experiments demonstrating the performance of the hardware, its resilience to EMI, and its ability to operate in the extreme conditions (temperature, vibration, shock, etc.) of the aircraft environment. The AVE3I Technology Validation Program, scheduled for FY09 through FY13, will be a separate procurement that will complete the technology maturation and transition process.

To further clarify the objectives of the TDD for AVE3I Program, it is necessary to define the following terminology:

· Aircraft Functions: The role of equipment in providing essential aircraft services. Examples of functions include power generation, distribution and management; flight control; mission management; sensing; guidance navigation and control.

· Aircraft System: A set of subsystems that work together to perform one or more functions. For the AVE3I TDD Program, the system will focus on the integration of the Flight Control, Battery and Power Management and Distribution functions.

· Aircraft Subsystem: An entity comprising one or more components that performs a function on the aircraft. For the AVE3I TDD Program, examples of such subsystems include: wires, cables and connectors; control electronics; power management and distribution; battery; and electric actuation.

· Component: Device or equipment that, by itself or in combination with other components, performs a function. For the AVE3I TDD Program, examples of components to be included are sensors, wide band gap devices, H-bridges and photonic devices.

· Component Technology: The physical phenomena or solution principle upon which a component is based.

· Breadboard: Integrated components that provide a representation of a system/subsystem and that can be used to determine concept feasibility and to develop technical data. Typically configured for laboratory use to demonstrate the technical principles of immediate interest. May resemble final system/subsystem in function only.

· High Fidelity: Addresses form, fit, and function. A high-fidelity laboratory environment would involve testing with equipment that can simulate and validate all system specifications within a laboratory setting.

· Low Fidelity: A representative of the component or system that has limited ability to provide anything but first-order information about the end product. Low-fidelity assessments are used to provide trend analysis.

· Model: A functional form of a system generally reduced in scale, near or at operational specification. Models will be sufficiently hardened to allow demonstration of the technical and operational capabilities required of the final system.

· Operational Environment: Environment that addresses all of the operational requirements and specifications required of the final system to include platform/packaging.

· Prototype: A physical or virtual model used to evaluate the technical or manufacturing feasibility or military utility of a particular technology or process, concept, end item, or system.

· Relevant Environment: Testing environment that simulates the key aspects of the operational environment.

· Simulated Operational Environment: Either (1) a real environment that can simulate all of the operational requirements and specifications required of the final system or (2) a simulated environment that allows for the testing of a virtual prototype. Used in either case to determine whether or not a developmental system meets the operational requirements and specifications of the final system.

· Technology Readiness Level (TRL): A measure of the maturity of evolving technologies prior to incorporating that technology into a system or subsystem. The definitions that are applicable to this announcement are the following (as defined in DOD DESKBOOK 5000.2-R):

· TRL 3: Analytical and experimental critical function and/or characteristic proof of concept. This includes analytical studies and laboratory studies to physically validate the analytical predictions of separate elements of the technology. Examples include components that are not yet integrated or representative.

· TRL 4: Component and/or breadboard validation in a laboratory environment. This means that basic technological components are integrated to establish that the pieces will work together. This is relatively low fidelity compared to the eventual system. Examples include integration of ad hoc hardware in the laboratory.

· TRL 5: Component and/or breadboard validation in a relevant environment. The fidelity of the breadboard technology increases significantly. The basic technological components are integrated with reasonably realistic supporting elements so that the technology can be tested in a simulated environment. Examples include a high fidelity laboratory integration of components.

· TRL 6: System/subsystem model or prototype demonstration in a relevant environment. Representative model or prototype system, which is well beyond that of TRL 5, is tested in a relevant environment. This represents a major step up in a technology’s demonstrated readiness. Examples include testing a prototype in a high fidelity laboratory environment or in a simulated operational environment.

· TRL 7: System prototype demonstration in an operational environment. Prototype is near or at planned operational system. Represents a major step up from TRL 6, requiring demonstration of an actual system prototype in an operation environment such as an aircraft, vehicle or space. Examples include testing the prototype in a test bed aircraft.

Although there are many different types of systems within an aircraft, the TDD for AVE3I Program will be focused on an integrated flight control, battery and power management and distribution (FC-PMAD) system. For this system, the offeror will demonstrate EMI resilience at the system, subsystem and component levels.

STATEMENT OF OBJECTIVES:

The offeror shall consider the following programmatic objectives when developing the proposal:

· Design and develop innovative and outside-the-box solutions, preferably using existing flight-qualified line-replaceable unit (LRU) concepts, to achieve an integrated FC-PMAD that is immune to elevated levels of EMI.

· Design and develop solutions that will provide the United States with a capability advantage that is distinct from that of any other nation with regard to EMI immunity for an integrated FC-PMAD system.

· Design and develop solutions that achieve, at a minimum, TRL 5 at the end of the AVE3I TDD Program. Additionally, system designs and flight test plans must demonstrate a path for component solutions to achieve TRL 7.

· Design and develop solutions that shall not increase (and preferably shall decrease) the weight, volume, and thermal losses on an aircraft. Solutions shall increase the overall EMI immunity of the subsystem.

· Design and develop solutions that target the future tanker, mobility and long-range strike military aircraft platforms as the mid-term (2017) transition opportunity. It is not the goal of this effort to develop component solutions that can be form-fit replacements or retrofits on existing military aircraft.

· Design and develop solutions that shall be scalable to other classes of aircraft such as new blocks of fighter-class aircraft or comparable unmanned air vehicles.

· Integrate the component and subsystem solutions in a laboratory environment and proof readiness for integration into the FC-PMAD system.

· Identify components that will be susceptible to extreme temperature and vibration levels and conduct limited temperature and vibration testing.

· Demonstrate the operation of the component and subsystem solution. The offeror shall demonstrate the functional operation of the developed components in their relevant subsystem and demonstrate all components and resulting subsystems satisfy the technical requirements identified in this announcement.

· Finalize the integration and demonstration plan for the FC-PMAD system. This plan shall include the methods for validating system performance against the technical and programmatic requirements identified in this announcement as well as the plan for conducting EMI testing for ensuring component and subsystem integrity under MIL-STD and elevated EMI levels.

· Conduct a laboratory demonstration of the integrated FC-PMAD system. This consists of integrating the component solutions and subsystems developed into the FC-PMAD system. The offeror shall build the architecture and conduct relevant functional and performance tests to demonstrate that the system meets or exceeds the technical requirements and programmatic objectives identified in this announcement. The functional and performance tests shall be sufficient to demonstrate robust and stable system operation. The FC-PMAD system shall achieve, at a minimum, TRL 5 with a desired goal of TRL 6.

· Conduct subsystem environmental tests. This consists of conducting laboratory EMI testing to ensure component and subsystem integrity to MIL-STD and elevated EMI levels. Additionally, environmental test such as temperature, vibration, and shock shall be conducted on those subsystems, if any, that may be overly susceptible to those environmental conditions. Components that undergo environmental tests shall be in compliance with MIL-STD-810F.

· Finalize the flight test transition plan for the integrated FC-PMAD system. This transition plan shall identify the flight test platform for the developed system, the strategy for packaging and flight qualifying the component solutions and subsystems into this flight test platform, and the strategy for conducting the flight test. The goal of this transition plan shall be a TRL 7 flight demonstration of the FC-PMAD system.

In addition to the programmatic objectives, the offeror shall consider a series of technical requirements when developing the proposal. These technical requirements along with (a) a candidate list of facilities that can be used for ground-test experiments, such as EMI, temperature, and vibration and (b) a list of applicable military standards that must be considered when developing the components and their subsequent integration into a FC-PMAD system will be provided to those offerors that are approved to receive Military Critical Technical Data.

The contractor shall be required to attend a kickoff meeting at WPAFB, OH to be held within 30 days after contract award. The contractor shall conduct performance reviews at approximately 3 month intervals and at critical milestones alternating, as appropriate, between the contractor’s facility and WPAFB, OH.

PROGRAM: Power and Thermal Technologies for Air & Space -- Technology Development and Demonstration (TDD) for Air Vehicle Electromagnetic Environmental Effects Immunity (AVE3I) Program

TO TITLE: FINAL ARCHITECTURE DESIGN AND LABORATORY TEST PLAN

TO OBJECTIVE: The objective of this task is to finalizing the FC-PMAD architecture design. During this task the offeror shall also develop a laboratory development, integration and demonstration plan for the component solutions and relevant subsystems and a preliminary plan for the integration and demonstration of the FC-PMAD system. At the conclusion of this task the offeror shall present the final system design as well as the development, integration and demonstration plans to the TDD for AVE3I Program Manager and support team.

TO TASKS:

1.1. Final System Design: The contractor shall finalize the FC-PMAD architecture design that was developed in Task Order 0001. This consists of developing a final EMI immune integrated FC-PMAD system design. The contractor shall use analytical, modeling and simulation, and/or experimental methods to validate the soundness of the design. The contractor shall use analytical methods to identify those components or subsystems that can be or will be susceptible to the extreme temperature and vibration levels experienced in the flight environment.

1.2. Component/Subsystem Development, Integration and Demonstration Plan: The contractor shall develop a laboratory development, integration and demonstration plan for the component solutions and relevant subsystems to demonstrate at least TRL 4. This plan shall address, at a minimum, which component solutions will be developed, how these solutions will be tested, both independently and in an applicable subsystem, for performance against the technical requirements, how integration issues with other components and subsystems, if any, will be resolved, and how the solutions will be validated against the applicable environmental and EMI military standards.

1.3. Preliminary System Integration and Demonstration Plan: The contractor shall develop a preliminary plan for the integration and demonstration of the FC-PMAD system to a TRL 5 level. This plan shall include the methods for validating system performance against the technical and programmatic requirements identified in this announcement as well as the plan for conducting EMI, temperature and vibration testing. The offeror shall consider the relevant military EMI and environmental standards when developing the plan.

1.4. Architecture Design Review: The contractor shall present the final system design as well as the development, integration and demonstration plans to the AVE3I TDD Program Manager and support team.

1.5. Final Report: The contractor shall develop a report documenting the results including, but not limited to, the architecture and component level designs, analytical results and component, subsystem and system integration and development plans.
