You should also enter the BAA number (BAA 03-05-PRK, Amendment 13), and then follow the prompts to download the application package.
The applicant will receive a confirmation page upon completing the submission to Grants.gov. This confirmation page is a record of the time and date stamp that is used to determine whether the proposal was submitted by the deadline. A proposal received after the deadline is “late” and will not be considered for an award.
Future Broad Agency Announcements for basic research that may result in grants or assistance instruments issued by this office will invite electronic proposal submission through the grants.gov apply government-wide portal.
Section 2 above “Content and Form of Proposal Submission” is identical for assistance instruments (in hard copy or electronic) and contract proposals. The instructions in Section 3 should be used for preparing your Technical/Management Proposal, Cost/Business Proposal, and Proposal Content Summary. These should be attachments to your SF 424 (R&R).

Statement Of Objectives (SOO) Title: Dispersion Strengthened Soft Magnetic Material
Overview: More electric vehicles of all types are finding acceptance in both the military and commercial arenas. We now see these vehicles proposed for land, air, and sea based applications. Along with their obvious advantages, these vehicles require an ever increasing capability for electrical power generation and utilization. Each new generation of electric vehicle greatly increases capability over its predecessor, and with every new capability the overall electrical power demand is increased. To meet this increasing power need, as well as provide volume to place new capabilities, the power generation and utilization machinery have been forced to become more and more compact. To accomplish this, these electrical machines operate at higher temperatures and faster rotational speeds than ever before. Many designs are now limited by the physical limitations of the machine’s component materials. Designers are currently forced to incorporate elaborate cooling schemes into the most power dense machine designs, costing the overall system weight, volume, and complexity. Another solution to providing this increased capability is to improve the materials themselves. A material that operates at higher temperatures and higher stresses would have greatly reduced cooling requirements, and would therefore lead to significant increases in a machine’s power density and the overall power handling capability for a given system.
This effort seeks to improve the physical characteristics of iron-cobalt soft magnetic material through the use of dispersion strengthening. Dispersion strengthening has been successfully used in other high temperature, high stress applications like turbine blades. For this application, careful control of the dispersion particle distribution and volumetric densities will be required to keep from adversely affecting the magnetic characteristics of the material.
Objective: The specific objective of this program is to implement dispersion strengthening of soft magnetic material as it applies to creep resistance in high strength, high temperature iron-cobalt. Also of interest is the ability of the dispersion material to limit growth of the material's grains at these high temperatures, and possibly the changing of the materials properties. Methodologies should be developed so that these materials can be fashioned into the required shapes, be they bulk pieces or laminations. The Air Force desires that these materials have core losses not much in excess of standard FeCo. Upon completion of this effort there will exist a soft magnetic material that has demonstrated the physical properties required in future high energy density electrical machines. It is not expected that this effort will result in an actual prototype demonstration, but rather that the material will undergo relevant detailed physical characterization. Performance objectives of the material are listed below.
