BROAD AGENCY ANNOUNCEMENT (BAA) NUMBER BAA-03-05-PRK

AMENDMENT 0002

POWER AND THERMAL TECHNOLOGIES FOR AIR AND SPACE (PTTAS)

The purpose of this amendment is to provide various clarifications and administrative changes for portions of the previously published solicitation and to incorporate information concerning the recently published DFARS requirement entitled: Item Identification and Valuation (DFARS 252.211-7003). The specific changes are identified below and are segregated by section to correspond to appropriate portion of the solicitation.

1. Part 1 – Announcement

a. Introduction of BAA – Sixth Paragraph – Revise to read as follows:

Throughout the life of the solicitation, awards will be made in the form of assistance instruments (i.e., Grants, Cooperative Agreements or Other Transactions) and/or cost type contracts that may be Cost Reimbursement, Cost Sharing, Cost-Plus-Fixed-Fee, or Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. The specific type of assistance instrument and/or contractual instrument required for each project/program will be identified in each "call" for proposals.

b. Section A – Paragraph 4 – Other Requirements -- Insert new subparagraph 1 entitled "Item Identification and Valuation" as follows:

l. Item Identification and Valuation - Any contract award resulting from this solicitation may contain the clause at DFARS 252.211-7003, Item Identification and Valuation. The clause requires the contractor to mark each item and provide a unique item identification and valuation of any deliverable item for which the Government's unit acquisition cost is $5,000 or more, or when otherwise determined necessary by the Government Program Manager. The full text DFARS clause may be viewed at the Air Force FAR website at: http://farsite.hill.af.mil/VFDFARA.HTM. Further guidance and information about Item Identification and Valuation, including the DoD Guide to Uniquely Identifying Items, is available at the UID website: http://www.acq.osd.mil/uid/

c. Section B - Paragraph 3 - Type of Contract/Instrument - Revise to read as follows:

3. Type of Contract/Instrument: It is anticipated that a mix of contract types and/or assistance instruments will be used during the course of this program. The desired type of contract/assistance instrument will specified in each "call" for proposals and may include any of the following:

d. Section C - Paragraph 1.d. - Representations and Certifications - Revise to read as follows:

d. Representations and Certifications: Offerors are notified that a completed "Representations and Certifications" package must be submitted with their proposal. Applicable "Reps and Certs" packages will be provided in Part 6 of each "call" for proposals.

e. Section C – Paragraph 1.i. – Revise to read as follows:

i. Offerors must submit a total of three paper copies (one original signature and two duplicates) of their proposal. In addition to the paper copies, offerors are required to submit a CD ROM containing an electronic copy of the proposal. The technical/management volume and the business portion of the cost/business volume shall be in MS-Word. The cost portion of the cost/business volume shall be in MS-Excel.

f. Section C – Paragraph 1.j. – Revise to read as follows:

j. Proposals shall be prepared using a standard business font size which is 10 pitch type or larger. Examples of standard business fonts that are equivalent to 10 pitch are 10 point Arial and 10 point Times New Roman. Pages shall be double-spaced, single-sided 8.5 by 11inches.

g. Section C - Paragraph 3.a.(1) - Revise to read as follows:

(1) The business section shall address all business aspects of the proposed business arrangement including, but not limited to: type of contract or assistance instrument proposed; time period for acceptance of proposal; identification of cognizant DCAA auditor and assigned DCMA Administrative Office; completed Representations and Certifications package; Small Business Subcontracting Plan; comments on model contract or assistance instrument; and Military Critical Technical Data Agreement (DD Form2345).

h. Section D – Paragraph c.(3) – Revise to read as follows:

(3) The proposal must indicate that competent experienced engineering, scientific and technical personnel are available to support the program and that necessary research/test/laboratory facilities are available.

2. Part 2 – Contract Data Requirements List

e. Amendment 1 to the BAA modified the solicitation to incorporate copies of all Contract Data Requirements Lists (DD Form 1423s), however, the Amendment was incorrectly identified as Amendment 2. Accordingly, the title on the first and second page of the solicitation Amendment is changed to read as follows:
