INTRODUCTION:
The Power Division (AFRL/PRP) of the Air Force Research Laboratory Propulsion Directorate is soliciting proposals under Broad Agency Announcement (BAA) 03-05-PRK in the area of Power Generation Technologies.
Detailed information on the Power and Thermal Technologies for Air and Space (PTTAS) program is provided in the open ended BAA at the Fed Biz Ops website. The solicitation also provides detailed information and instructions concerning award information, proposal preparation instructions, data requirements, basis for award, and evaluation category definitions.
This BAA Amendment is seeking proposals in support of the PTTAS - AC Tolerant YBCO Coated Conductor for Power Applications Program. Details for the PTTAS -- AC Tolerant YBCO Coated Conductor for Power Applications Program are contained in this Amendment.
Offerors are notified that BAA-03-05-PRK “Introduction” Section A through Section E, Part 2 “Contract Date Requirements List” (CDRL) and Part 4 “Proposal Evaluation Category Definitions” govern this call for proposals. Accordingly; offerors are strongly encouraged to review the entire solicitation prior to preparation and submission of their proposal for the PTTAS- AC Tolerant YBCO Coated Conductor for Power Applications Program.
Interested offerors may view and/or download the full text of the BAA with all amendments by accessing the Federal Business Opportunities (FedBizOpps) homepage at http://www.eps.gov/

BAA-03-05-PRK AMENDMENT 04
Part 5 – CURRENT SOLICITATION TOPIC
PROGRAM TITLE: Power and Thermal Technologies for Air and Space (PTTAS) – AC Tolerant
YBCO Coated Conductor for Power Applications Program
ANTICIPATED AWARD DATE: 30 September 2004
TYPE OF AWARD: Awards resulting from this amendment will be a cost-sharing contract or cost sharing assistance instrument. The Air Force reserves the right to award a contract or assistance instrument.
NUMBER OF AWARDS: The Government anticipates making one or two awards. The Government reserves the right to select for award any, all, part or none of the proposals received.
PROPOSAL PREPARATION INSTRUCTIONS: All proposals must be prepared in accordance with the Proposal Preparation Instructions contained in Part I - Section C of solicitation BAA 03-05-PRK available at the Fed Biz Ops website http://www1.eps.gov/spg/USAF/AFMC/AFRLWRS/BAA%2D03%2D05%2DPRK/listing.html.
WIDE ARE WORK FLOW: NOTICE: Any contract award resulting from any current Wright Research Site (DET 1 AFRL/PK) solicitation will contain the clause at DFARS 252.232-7003, Electronic Submission of Payment Requests, which requires electronic submission of all payment requests. The clause cites three possible electronic formats through which to submit electronic payment requests. Pursuant to that clause, the Department of Defense is adopting Wide Area Work Flow-Receipt and Acceptance (WAWF-RA), which will eventually become mandatory for DoD contracts. Implementation of WAWF-RA at Wright-Patterson AFB has begun, however, the system does not yet accommodate the structure of R&D contracts. Contractors are nevertheless encouraged to take advantage of available training (both web-based and through your local DCMA office), and to register in the WAWF-RA system. Information regarding WAWF-RA, including the web-based training and registration, can be found at https://wawf.eb.mil/index.html. PLEASE NOTE THAT WAWF-RA IS NOT TO BE USED FOR ELECTRONIC INVOICING FOR ANY CONTRACTS UNTIL THE CONTRACTING OFFICER SPECIFICALLY INSTRUCTS THE CONTRACTOR TO USE IT FOR EACH INDIVIDUAL CONTRACT.
RELATED IR&D: Offerors shall identify any independent research and development programs conducted within the last three years in the technical areas of this solicitation. The significant results of such programs should be presented in the proposals. Include this information in the technical/management volume of your proposal.
SMALL AND DISADVANTAGED BUSINESS SUBCONTRACTING PLAN: Offerors are notified that in accordance with Federal Acquisition Regulation (FAR) 19.702, any contract that is expected to exceed $500,000 and that has subcontracting possibilities requires a subcontracting plan. Proposed subcontracting plan must be submitted with the offeror’s proposal. Small business concerns are exempt from this requirement (FAR 19-702(b)).
REPS AND CERTS PACKAGES: A completed representations and certifications package must be included with submission of your proposal. Representations and certifications for large businesses, small businesses, educational institutions and assistance instruments for submission with your proposal are provided with this BAA Amendment. Do not utilize the representations and certifications provided with the open ended BAA.
STATEMENT OF OBJECTIVES:
The objective of the AC Tolerant YBCO Coated Conductor for Power Applications program is to develop and demonstrate advanced materials and/or conductor configurations to minimize the losses associated with time-varying magnetic fields experienced by high-temperature superconducting (HTS) wire, especially yttrium barium copper oxide (YBCO) coated conductor, in rotating machinery and transformers.
The Government envisions the program to consist of a basic effort and an optional effort. The basic effort consists of developing an approach for minimizing alternating current (AC) losses in YBCO coated conductors, as well as a methodology for implementing the approach in long-wire development and production. Consideration should be given to all losses induced by alternating magnetic fields, such as hysteretic, ferromagnetic, eddy current, coupling current losses, etc. The frequency of these fields may be on the order of hundreds of hertz. The success of this material and/or conductor configuration to show significant AC loss tolerance will be used to determine if the option will be exercised. The optional effort objectives are to extend the process developed in the basic effort to allow for the use of differing material and varying conductor configurations and to determine optimum performance of the conductor with respect to AC loss minimization for a variety of applications, such as high-speed high-power airborne generators, transformers, and motors. Special consideration should be given to the incorporation of the conductor into stator windings of rotating machinery.
