INTRODUCTION:

The Power Division (AFRL/PRP) of the Air Force Research Laboratory Propulsion Directorate is soliciting proposals under Broad Agency Announcement (BAA) 03-05-PRK in the area of Power Generation, Power Conditioning & Distribution and Subsystems Integration.

Detailed information on the Power and Thermal Technologies for Air and Space (PTTAS) program is provided in the open ended BAA at the Fed Biz Ops website. The solicitation also provides detailed information and instructions concerning award information, proposal preparation instructions, data requirements, basis for award, and evaluation category definitions.

This BAA Amendment is seeking proposals in support of the PTTAS Multimegawatt Electric Power System (MEPS) Program. Details for the PTTAS MEPS program are contained in this Amendment.

Offerors are notified that BAA-03-05-PRK Introduction Section A through Section E, Part 2 Contract Date Requirements List (CDRL) and Part 4 Proposal Evaluation Category Definitions govern this call for proposals. Accordingly; offerors are strongly encouraged to review the entire solicitation prior to preparation and submission of their proposal for the PTTAS MEPS program.

Interested offerors may view and/or download the full text of the BAA with all amendments by accessing the Federal Business Opportunities (FedBizOpps) homepage at http://www.eps.gov/ Broad Agency Announcement (BAA)

BAA-03-05-PRK AMENDMENT 03

Part 5 – CURRENT SOLICITATION TOPIC

PROGRAM TITLE: Power and Thermal Technologies for Air and Space (PTTAS) –

Multimegawatt Electric Power Systems (MEPS) Program

ANTICIPATED AWARD DATE: 30 September 2004

TYPE OF AWARD: Awards resulting from this amendment may be a cost-plus-fixed-fee (CPFF) completion, cost sharing, or cost reimbursement contract. The Air Force reserves the right to award a contract or assistance instrument.

NUMBER OF AWARDS: The Government anticipates making one award but reserves the right to select for award any, all, part or none of the proposals received.

PROPOSAL PREPARATION INSTRUCTIONS: All proposals must be prepared in accordance with the Proposal Preparation Instructions contained in Part I - Section C of solicitation BAA 03-05-PRK available at the Fed Biz Ops website http://www1.eps.gov/spg/USAF/AFMC/AFRLWRS/BAA%2D03%2D05%2DPRK/listing.html.

MILITARILY CRITICAL INFORMATION: Militarily Critical information that is necessary for proposal development was presented during Industry Day on 13 May 2004. This information will be provided to U.S. offerors upon receipt of a signed, and approved copy of the Militarily Critical Technical Data Agreement, DD Form 2345. The DD Form 2345 should be faxed to the contracting point of contact, Mary Lykins at (937) 255-4434. Responsibility for ensuring that the DD Form 2345 has been received lies with the offeror. Upon receipt of the DD Form 2345, the MCTL information will be mailed to the appropriate address.

WIDE ARE WORK FLOW: NOTICE: Any contract award resulting from any current Wright Research Site (DET 1 AFRL/PK) solicitation will contain the clause at DFARS 252.232-7003, Electronic Submission of Payment Requests, which requires electronic submission of all payment requests. The clause cites three possible electronic formats through which to submit electronic payment requests. Pursuant to that clause, the Department of Defense is adopting Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA), which will eventually become mandatory for DoD contracts. Implementation of WAWF-RA at Wright-Patterson AFB has begun, however, the system does not yet accommodate the structure of R&D contracts. Contractors are nevertheless encouraged to take advantage of available training (both web-based and through your local DCMA office), and to register in the WAWF-RA system. Information regarding WAWF-RA, including the web-based training and registration, can be found at https://wawf.eb.mil/index.html. PLEASE NOTE THAT WAWF-RA IS NOT TO BE USED FOR ELECTRONIC INVOICING FOR ANY CONTRACTS UNTIL THE CONTRACTING OFFICER SPECIFICALLY INSTRUCTS THE CONTRACTOR TO USE IT FOR EACH INDIVIDUAL CONTRACT.

SMALL AND DISADVANTAGED BUSINESS SUBCONTRACTING PLAN: Offerors are notified that in accordance with Federal Acquisition Regulation (FAR) 19.702, any contract that is expected to exceed $500,000 and that has subcontracting possibilities requires a subcontracting plan. Proposed subcontracting plan must be submitted with the offeror’s proposal. Small business concerns are exempt from this requirement (FAR 19-702(b)).

REPS AND CERTS PACKAGES: A completed representations and certifications package must be included with submission of your proposal. Representations and certifications for large businesses, small businesses, educational institutions and assistance instruments for submission with your proposal are provided with this BAA Amendment. Do not utilize the representations and certifications provided with the open ended BAA.

STATEMENT OF OBJECTIVES: The objective of the Multimegawatt Electric Power System (MEPS) program is to demonstrate in a ground test a multimegawatt power system for military applications. The major power system components include a gas turbine, superconducting generator, power conditioner and thermal management. The superconducting generator technology development is the emphasis of this effort while the gas turbine and power conditioner are anticipated to be commercial off the shelf components.

The Government envisions the Multimegawatt Electric Power System Program to consist of a basic effort and an optional effort. The basic effort consists of development and testing of a 1 megawatt superconducting generator by the end of Fiscal Year 2007 and overall power system design and risk reduction component testing. The Optional effort depends on the successful full power demonstration of the 1 megawatt superconducting generator. The Optional effort objectives are to demonstrate a 5 megawatt superconducting generator at full power and to do a ground demonstration of the power system at full power by the end of Fiscal Year 2009. The Option will allow for the design, fabrication and testing of the 5 megawatt superconducting generator and the power system not accomplished in the basic contract.

* Revised data from Industry Day feedback.

The power system shall have thermal systems that allow full power testing of the overall power system during the ground demonstration. External thermal system components do not count towards the weight goals; only the thermal components that are integrated count towards the weight goals. All threshold goals must be demonstrated by test except the weight of the cryogenic refrigeration and the 1000 hour life. The objective goals that are not met by testing shall be demonstrated through design or analysis showing how the objective goals are obtainable.

PERIOD OF PERFORMANCE:
