Statement Of Objectives (SOO)

Background:

Thermal management of propulsion and power systems for advanced aircraft continues to be a challenging field of research. Many new technologies and advanced material systems have emerged over the past decade and potentially offer significant vehicle-level benefits for aircraft applications. If properly exploited, these new technologies such as advanced heat exchangers, spray cooling, high conductivity heat spreaders, thermal energy storage, high temperature capable electronics, loop heat pipes, foam heat exchange devices, etc, could offer significant improvements to aircraft propulsion, power and thermal management systems (TMS). Both the Power and Turbine Engine Divisions of the AFRL Propulsion Directorate are interested in exploring these advancements. A recent survey of state of the art (SOTA) among leading TMS component and system suppliers revealed that many maturing technologies, now at technology readiness level (TRL) 3-4, are ready to be further developed for transitioning into applications. The intent of this solicitation is to focus attention on two specific thermal management technology areas with high potentials and to mature them to TRL 6+ for transitioning into legacy and emerging tactical air platforms. These areas are described as Task 1: Advanced Heat Exchanger and Task 2: Thermal Management for High Temperature Capable Power Electronics.

Traditionally, heat exchangers have been designed based on tube and shell or plate and fin concepts and these are inefficient and heavy. New emerging technology trends of heat exchangers are promising to offer significant cost, weight and performance improvements. For high temperature power electronics, SiC devices offer the ability to operate in -40 to 200 deg C ambient temperature range with additional benefits such as higher efficiency & thermal conductivity, faster switching and rad-hard capability. These high temperature power electronics will also require thermal management systems.

TASK 1: Advanced Heat Exchanger:

OBJECTIVES: Develop an efficient liquid-to-air heat exchanger using advanced concepts for future AF tactical air platforms. Any suggested modifications to an existing design shall address a specific deficiency on the existing design; shall improve comparable heat exchange system performance by at least 50%; shall not have any detrimental effect on other components, LRUs or other systems; and shall not have any negative impact on the overall aircraft engine performance. Return (re-circulated) Fuel-to-Air Fuel Cooler (RFAC) is the suggested candidate for this effort and any modification shall not affect the interface between the engine and the cold and hot sides of the heat exchange mediums. The modifications shall fit within the envelope of these heat exchangers and mate to the existing interfaces.

DESCRIPTION: Advanced aircraft engines such as those used on tactical platforms use several types of heat exchangers to transfer heat energies from air to air, fuel to air and oil to oil or fuel. Currently, there is AFRL-funded materials and heat exchanger development ongoing for high temperature heat exchanger applications. AFRL/PRP plans to sponsor development of advanced heat exchanger concepts suitable for transition into today’s tactical air platforms. As a start, PRP’s investment will directly address RFAC applications. This new technology could potentially improve HX performance in fighter aircraft thus increasing TMS margin, especially if applied to all heat exchangers on the aircraft. RFAC design goals are listed in Table 1.

Table 1: RFAC Design Goals

0.19 psid (air)

90 lb/min (air)

TASK-2: Thermal Management for High Temperature Capable Power Electronics:

OBJECTIVES: Develop/demonstrate thermal management technologies applied for and integrated with power electronics to enable their use in environments challenging for power electronics today. This shall be applicable not only to secondary power systems, but also to new engine systems where electrically-driven accessories (pumps, actuators, etc) and high temperature capable Full Authority Digital Engine Control (FADEC) could provide vehicle benefits. These thermal management concepts can be demonstrated with silicon-based power electronics provided the approach is expandable to SiC power electronics in the future or enables the state of the art power electronics package to survive higher ambient conditions. Benefits of high temperature power electronics include (a) up to 200 deg C package level operating temperature of the power electronic systems which helps reduce TMS size and cost by allowing the heat to be rejected to a higher temperature ambient, (b) improved efficiency and therefore a reduction in waste heat generation and (c) reduction in volume and weight of the traditional power electronics package.

DESCRIPTION: High temperature electronics have become a critical technology for several aircraft applications. Silicon carbide (SiC) based power electronics offer the ability to operate motor drives (for electric flight control or engine accessories), power converters, etc, at higher temperatures, reduced size, faster switching speed, and higher efficiencies. One of the advantages of operating these power electronic products at higher temperatures is to provide the required temperature delta for rejecting heat to mediums at higher temperatures that are limited today for silicon-based power electronics (but temperatures still below the maximum allowed for SiC). Additionally FADEC temperature limits can be the “weakest link” in an aircraft thermal management system that determines a maximum allowable fuel temperature that is used to cool electronics. The intent of this effort is to develop and integrate novel thermal management concepts into an aircraft application as described above that permits the power electronics (Si or SiC) to operate in higher ambient temperature environments to offload the aircraft thermal management system as used today. The offeror is expected to focus attention on the overall electronics package which includes other (passive) components such as resistors, capacitors, wiring cables, enclosure, etc, in addition to the switching devices. The offeror should also perform analysis that quantifies the impact/benefit of the novel packaging approach (incorporating the new thermal management).
