Technical Information Update and Revised Funding Profile For: Power Dense Solid Oxide Fuel Cell Power Units for Military Applications, BAA-03-05-PRK, Amendment 05 The purpose of this revision is to further define the technical requirements of Amendment 05. The Air Force Research Laboratory, in conjunction with Army, TARDEC is currently seeking a fuel cell power system which is capable of generating power for UAVs and other applications which require extremely high power and energy densities. The actual volumetric and gravimetric requirements are still being refined; however current allocations may allow 29 lbs for a complete power system which includes fuel. Approximately 2 lbs will be required for the propeller motor and controller. The volumetric allocation, as mentioned previously, is 17 liters including fuel. Given that there will likely be a dash requirement (higher power for short duration), a hybrid system incorporating a battery is recommended. Additional parameters are provided below (table A).
The particular aspects of this application provide for a compelling early term demonstrator of a solid oxide fuel cell power system. Given the challenges associated with this solicitation, it is recommended that proposers demonstrate the most desirable aspects of their particular technology in an integrated laboratory bench-top configuration. Total power system weight and volume objectives are reported as including fuel because this system will ultimately be compared to conventional power generation approaches. Therefore, offerors should present estimates of their respective power system weight and volume and calculate anticipated mission duration based upon expected system efficiency projections. A final objective of this effort must include demonstrating that a clear pathway exists for achieving a fully integrated power system for a small UAV in a follow-on effort.
