BAA 03-05-PRK AMENDMENT 15
BROAD AGENCY ANNOUNCEMENT (BAA) NUMBER
BAA 03-05-PRK
POWER AND THERMAL TECHNOLOGIES FOR AIR AND SPACE (PTTAS)
AMENDMENT 15
CONTRACTING POC: The contracting POC for this call is: Mary Lykins, AFRL/PKPA, Phone (937) 656-9752, e-mail: Mary.Lykins@wpafb.af.mil; USPS mail address: AFRL/PKPA, 2310 8th Street, Bldg. 167, WPAFB, OH 45433-7801.
The purpose of this amendment is to revise Broad Agency Announcement BAA-03-05-PRK to expand the research and development of Power Generation and Energy Storage to the solicitation. The specific changes are identified below and are segregated by section to correspond to appropriate portion of the solicitation.
PART 1, Section A – Paragraph 1 – Statement of Objective/Needs – Insert new subparagraph a entitled “Power Generation” and subparagraph c entitled “Energy Storage” as follows:
a.
Power Generation -- Research and development in this technology area will focus on demonstrating technologies for electrical power generation for aircraft, spacecraft applications and electrical power generation for soldier portable power applications. Key focus areas include increasing capabilities over present technology on existing aircraft, integrating power generation into the turbomachine, and affordable manufacturability. Existing aircraft have restrictive limits on the amount of power available for advanced sensors and weapons. Auxiliary or primary generator technologies providing 30-100KW additional power are desired for sustainment applications such as advanced avionics upgrades. Future aircraft may benefit from starter/generators built into the main engine. Full-scale characterization and attendant technologies are required. Examples of supporting technologies include, but are not limited to, high temperature wire insulation, modeling of mechanical and magnetic behavior, sensorless algorithms and advanced control methodologies. An integrated power unit with a high temperature superconducting generator and attendant technologies are also desired for high power directed energy weapon applications. Directed energy applications will require power sources rated from a few hundred kilowatts to several megawatts. Key focus areas include increasing capabilities over present technology, improving reliability of both mechanical and software components, and affordable manufacturability. Existing soldier portable power systems have restrictive reliability limits which this effort will address. Future soldier portable power systems will likely benefit from these improvements as both component as well as system architecture improvements are of interest. Component improvements may include but are not limited to balance of plant, membranes and user interface. Improvements to ruggedization are also highly desired and will have direct applications to future systems.
c. Energy Storage -- Research and development in this technology area will focus on increased energy density, high power capability, long cycle life and improved temperature range performance for rechargeable battery technologies such as lithium ion and lithium polymer. Research and development for the soldier portable power applications shall focus on increased energy density and system reliability, high cycle life and ruggedization. Smart charger technology will enhance battery performance and life in energy storage systems ranging in voltages from 28 to 270 volts. Advanced thermal battery component development will extend active run-time and reduce weight for applications such as tactical missiles and aircraft emergency power. High energy, high power fuel cell developments will improve efficiency and develop reformer technology for propulsion and payload power for long duration mission requirements needed for UAVs. Battery/capacitor hybrids are also of interest for high-rate applications. High energy dense power systems reduce overall soldier power system weight. Improvements in system reliability in the areas of component reliability, software stability and overall system ruggedization shall improve the operational viability of this and future systems. Improvements in the area of power density are also of high interest for soldier portable power applications.
