About this file
This document is a constructability checklist for a federal design-build project to replace an existing water well at Sandy Hook Park in New Jersey. The project involves permitting and construction of a new water well, procurement of an emergency generator, and related equipment. Key details include a recommended 18-month contract performance period to accommodate design, permitting for the well and generator, equipment purchasing, well drilling, construction, testing, startup and commissioning. The solicitation is issued by the National Park Service Gateway National Recreation Area for well replacement and upgrades at Sandy Hook Park in New Jersey, under solicitation number 140P2022R0044. The checklist identifies various project requirements and considerations for permitting, site access, staging, submittals, demolition, construction and closeout to ensure they are addressed in the contract documents.

Instructions
INSTRUCTIONS FOR NPS CONSTRUCTABILITY CHECKLIST
Introduction - Use the NPS Constructability Checklist as a tool to inspire, document, track, and record project issues as discussed and resolved throughout preparation of Design Development (DD), Construction Documents (CD), and Request for Proposal (RFP) documents. The end result is a completed checklist that identifies project issues and provides the background to complete contract documents (primarily Division 01 Specifications).
Title Block - Enter Date, Park, PMIS Number (Project Management Information System), Project Title, Completed By, and if DBB or DB (Design-Bid-Build (DBB) or Design (DB)) in appropriate row.
Project Issues Column - Typical constructability issues are listed under Project Issues. Insert additional issues as needed to cover project issues not listed. If issues are listed that do not apply, insert N/A.
Project issues are organized to coincide with award and construction phasing of a project. They are organized under headings typically used as summary headings in a project schedule. If these project issues have significant impact on time, impacts should be shown in a projected construction schedule developed during design. This is an effective way to accomplish construction planning, develop realistic expectations, and account for time and cost implications of project issues.
Schematic Design (SD) Column - Complete necessary research to gain full understanding of project issues that will need to be considered. Explain specific issue in general for each project issue.
Design Development (DD) or Request for Proposal (RFP) Comments Column - Develop necessary in-depth research to gain full understanding of project issues that will need to be considered. Explain specific issue in general for each project issue.
Construction Documents (CD) or Request for Proposal (RFP) Resolution Column - Develop strategy on how each project issue will be resolved contractually. Indicate how it will be resolved. Refer to specification or drawing where information is contained. Be as complete as possible. Be specific with language needed to describe a constraint, requirements for specific phasing, potential impacts to cost and schedule, etc.
General - After completing this checklist, make sure resolution to project issues have been incorporated into CDs / RFPs. The Park, Project Manager (PM), and others may be responsible for some items and this should be so noted.
