About this file
This pre-proposal conference presentation outlines the requirements for a design-build contract to replace Well No. 4 at Sandy Hook, New Jersey. The project scope includes decommissioning existing wells, drilling a new well, electrical and mechanical system installations, ductile iron piping improvements, site work including fencing and building construction. The period of performance is 225 days with an estimated price range between $1-5 million.
The solicitation is a two-phase small business set-aside competition conducted under FAR 36.3. Phase 1 proposals are due July 1st and will be evaluated on experience, key personnel, safety, and past performance. Up to five firms will be invited to submit phase 2 proposals including price. The National Park Service intends to award a firm-fixed price contract to the best value proposal based on tradeoffs between technical and price factors. Questions are due by June 24th to the National Park Service contracting office.
