1.3 Location

Gateway National Recreation Area was founded in September 1972 as a unit of the National Park

System administered under the National Park Service (NPS). The Sandy Hook Unit, a peninsula located at the northeastern tip of Monmouth County, New Jersey, was one of three units to be included in the newly created National Recreation Area. Before 1972, the area acted as part of the harbor’s coastal defense system, containing more than 100 historic buildings and defense fortifications, most notably

Fort Hancock and the Sandy Hook Lighthouse. Due to its historical significance, Sandy Hook is located within the Fort Hancock and Sandy Hook Proving Ground Historic Districts. See Figure 1 below for a map of the area.

The general project location is several miles inland on the peninsula, in close proximity to a cluster of historic buildings including the Water Pumping Station and Electrical Generating Station, currently used as the Water Treatment Plant. The project is adjacent to the existing water treatment plant, water well, and well buildings, located on Randolph Drive (see Figure 2). Table 1-1 below summarizes the past and present wells in the Sandy Hook Unit.

Table 1-1. Well Summary

1.4 Background

Over the course of its use, several wells were drilled and used as sources of potable drinking water for the inhabitants and visitors of the Sandy Hook Unit. Of these wells, only one remains in use, named

Well #5A, as seen in the figure above. In 1942, a drinking water treatment facility was constructed to adequately treat the well water and meet the developing US Environmental Protection Agency (EPA) and New Jersey Department of Environmental Protection (NJDEP) water standards.

In 2016, the Sandy Hook Unit renewed their Water Allocation Permit, allowing for the continued use of

Well #5A as a consistent source of water for the peninsula under certain conditions. The conditions addressed in the permit included the installation of a new well (Well #6) as a redundant source of drinking water for protection against failure of existing components as well as the complete and NJDEP-compliant abandonment of Well #4. One other well, named Well #3, was identified by the NPS in

December of 2021 as an additional well to be abandoned as part of this project.

1.5 Description

As defined by NJDEP, firm capacity refers to the adequate pumping equipment and/or treatment capacity to meet peak daily demand when the largest pumping station or treatment unit is out of service.

The current project involves the addition of the new well to the water well system to make the system operable and compliant with NJDEP requirement for firm capacity and to meet peak daily demand.

This project includes the abandonment of existing Well #3 and #4 in accordance with NJDEP regulations, drilling of a redundant well (Well #6) within 100 feet of the existing Well #5A (as required by NJDEP), installation of a new electrical panel, automatic transfer switch, main service disconnect, and controls, installation of a multi-stage vertical turbine pump, discharge piping, blow-off valve, and meter. The project also includes the installation of buried ductile iron mechanical joint piping to connect the well to the existing raw water transmission main network to the water treatment plant building, well pump controls, Supervisory Control and Data Acquisition (SCADA) system improvements, an emergency generator and fuel tank, and a secured fenced area enclosing the new facility. The abandoned well #4 building, parking lot, and access road will be removed, and the existing site will be restored to reflect the conditions prior to well and well building construction. A new building for Well #6 and access drive will be constructed at the proposed location shown in the Schematic Design Drawings.

In addition, the project requires the DB contractor to apply for and secure permits related to the construction and operation of a redundant well under NJDEP guidelines.

Construction work cannot begin until Government approval is obtained for:

• Entire set of 100% Complete DB Construction Documents.

Purpose: Project schedule ensures adequate planning, coordinating, scheduling, and reporting of DB

Contractor’s design and construction activities. Project schedule will assist DB Contractor and

Contracting Officer to monitor work progress, evaluate proposed changes, and process DB Contractor's monthly progress payment requests.

Software: Latest version of Microsoft Project, Primavera Project Planner, SureTrak, or approved equal.

Schedule Development: Project schedule shall cover entire contract period. Late finish date is same as contract’s established completion date.

Timing and duration of project must be identified by the DB Contractor to assess impacts on wildlife and visitor use of campground (open annually late May through early October) and while vegetation is dormant (winter). Impacts to wildlife and visitors would be avoided if work is conducted between mid-

October (after camping season ends) and before March 15th (bird nesting).

DB Contractor shall use Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. DB Contractor's project schedule shall consist of procurement activities (including mobilization, submittal, and fabrication and delivery of key and long-lead procurement items) and construction activities.

DB Contractor's project schedule shall consist of, but not be limited to, the following for each activity:

• Identify activities and numbers numerically (maximum 5-digit). Number activities in increments of 10.

• Concisely describe work represented by activity (maximum 48 characters). Avoid using non-standard abbreviations. Limit work related to each activity to one work trade.

• Activity duration shall be in whole working days with maximum duration 15 workdays each, unless otherwise approved by Contracting Officer, except for non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.

DB Contractor shall ensure project schedule includes own work and Subcontractor work.

Project schedule shall show sequence and interdependence of activities required for complete performance of work and shall be cost and resource loaded. DB Contractor shall ensure work sequences are logical and project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be DB Contractor's best estimate of time required to complete activity, considering scope and resources planned. Resource loading of each activity shall list personnel by labor category and equipment type, and capacity proposed to complete activity in duration shown. Include permit requirements and constraints. Consider and include seasonal weather conditions in planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within contract time.

Project Schedule Updates

Monthly updates: Monthly updates of project schedule shall be an integral part and basic element of estimate upon which progress payments shall be made under this contract. If, in judgment of Contracting

Officer, DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, DB Contractor shall be deemed to have not provided required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.

Narrative: Include in report:

• Brief description actual progress made during update period.

• Actual and potential delaying activities.

• Impediments to progress.

• Issues related to inclement weather.

• Progress toward established milestones.

• Project float.

• Brief description of work anticipated to be performed in next month.

• Identify minor revisions to schedule for evaluation and accepted or rejected.

As work progresses, indicate Actual Completion percentage for each activity. If schedule update shows late finish date after contract completion date, at a minimum, include the following in narrative with submission:

• Known delays.

• Actions taken to get back on schedule.

• Pending modifications.

• Impediments or constraints affecting progress.

Progress Payments: Update currently accepted construction schedule monthly. If DB Contractor fails to provide monthly updates or revisions to currently accepted construction schedule, a portion of monthly payment may be retained until updates/revisions made.

Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests

Requirements: When contract modifications or changes are initiated, delays are experienced, or DB

Contractor revises project schedule, DB Contractor shall submit to Contracting Officer a written time impact analysis illustrating influence of each modification, change, delay, or DB Contractor’s request on the contract time.

• Time Extensions: Activity delays shall not automatically mean an extension of contract time is warranted or due to DB Contractor. It is possible that modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of available total float that may exist within an activity chain of the project schedule, thereby not effecting the contract time.

Time extensions will be granted according with terms of contract.

• Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to extent the equitable time adjustments to activity or activities affected by modification, change, or delay exceeds total (positive or zero) float available on a particular activity.

2.2.2 Environmental and Sustainability Requirements for Design

NPS established environmental and sustainability requirements for project. Notify Contracting Officer if conflicts arise between performance of work and environmental and sustainability requirements. NPS does not intend to limit alternative means of achieving these requirements.

For sustainability requirements for design, see Part 3 Performance Requirements and NPS Project

Sustainability Checklist. Complete checklist by concisely explaining how each credit/requirement will be met.

2.3 Construction Requirements

2.3.1 Environmental and Sustainability Requirements

Specific sustainability requirements generated in design will dictate more stringent environmental requirements for this project. Refer to Part 3 Performance Requirements and NPS Project Sustainability

Checklist. General requirements:

• Site Disturbance: Minimize construction limits of project to reduce impact on site.

https://www.nps.gov/dscw/del_submitformatdb.htm https://www.nps.gov/dscw/del_submitformatdb.htm https://www.nps.gov/dscw/loader.cfm?csModule=security/getfile&pageid=387018 https://www.nps.gov/dscw/loader.cfm?csModule=security/getfile&pageid=387018

• Indoor Air: Follow recommended approach of SMACNA (Sheet Metal and Air Conditioning

Contractor’s National Association) Indoor Air Quality (IAQ) Guidelines for Occupied Buildings, 2007. Conduct building flush-out prior to occupancy according to Federal requirements.

• Toxic Chemicals: Avoid materials that can leach toxic chemicals into ground water. Do not allow toxic chemicals to enter sewers or storm drains or contaminate land or any body of water.

Refer to NPS Project Sustainability Checklist for additional requirements.

• Soil Erosion: Protect against erosion and topsoil depletion according to Stormwater Pollution

Prevention Plan (SWPPP).

• Habitats: Protect natural habitats and ecological systems

• Noise: Minimize noise during construction. Operate power equipment according to local noise restrictions.

• Waste Management: Employ processes ensuring minimal waste output and in landfills.

Recycling is a requirement of this project. Specific recycling goals were established in NPS

Project Sustainability Checklist. Legally dispose materials unsuitable for recycling at public or private dumping areas outside the Park.

DB Contractor shall designate an on-site party (or parties) responsible for instructing workers and overseeing environmental and sustainability requirements of this project. Distribute copies of environmental and sustainability requirements to Job Site Foreman and each Subcontractor.

Waste Management Plan: Prior to scheduled Preconstruction meeting, DB Contractor shall submit draft

Waste Management Plan to Contracting Officer for approval. Develop and implement according to

ASTM E1609 and as required in contract documents. Plan shall include, but not be limited to:

• List of recycling facilities, reuse facilities, municipal solid waste landfills, and other disposal area(s) to be used. Include name, location, and phone number.

• List of proposed materials to be reused or recycled.

• List of materials that cannot be recycled or reused with explanation or justification.

• Storage and collection methods of waste and recyclables, handling procedures, and means of keeping recyclables free of contamination.

• Describe means of transporting recyclable materials and estimate frequency of emptying bins.

• Identity person or persons responsible for ensuring project recycling goals are achieved.

• Revise and resubmit Plan per Contracting Officer. Approval of DB Contractor’s Plan does not relieve DB Contractor of complying with applicable environmental regulations.

Progress Documentation: Supplemental to Waste Management Plan, document solid waste disposal, diversion, and cost/revenue analysis, and submit completed worksheet monthly. Use Appendix A -

Project Waste Management Plan Worksheet and report totals to date for column headings. Use

Appendix B for solid waste volume to weight conversions.

Prior to commencement of work, schedule and conduct meeting with Contracting Officer. Discuss proposed Waste Management Plan and develop mutual understanding of details of environmental protection.

Minimize Construction Impacts

Implement following mitigation measures to minimize impacts of construction activities:

Soil Erosion: Protect against erosion and topsoil depletion. SWPPP may be required.

Exotic Vegetation and Noxious Weeds: Prevent introduction and minimize spread of exotic vegetation and noxious weeds. Incorporate following procedures:

• Government approved fill, rock, or additional topsoil must meet or exceed NJ residential unrestricted standards.

• Use of native species and native genotypes is required to be consistent with NPS Management

Policies 2006 (Section 4.4.1.2)

• Where seeding is required, a weed-free native grass/forb seed mix should be obtained and used in accordance with NPS policies and guidance. Management techniques would be implemented to foster rapid development of native plant growth. At Sandy Hook, any vegetation planting will require installation of fencing to protect plantings from deer herbivory.

• To avoid transport of nonnative species to terrestrial portions of the study area, all construction vehicles would be washed prior to use on the project and only clean and weed-free fill material should be used.

• Records of conveyance and vehicle inspection records must be kept and recorded in accordance with N.J.A.C. 2:20-10.9, since Sandy Hook is located within spotted lanternfly quarantine area.

Quarantine rules may apply to the handling and disposal of woody debris removed from the project area.

Vegetation Salvage and Revegetation Plan: Required for this project. For revegetation efforts, use approved native species and/or native seed and incorporate Park policies regarding vegetation and site restoration. Consider use of native species, plant salvage potential, exotic vegetation and noxious weeds, and pedestrian barriers. Policy related to revegetation will be referenced in NPS Management Policies

2006 (Sections 4.4.2.4 and 9.1.3.2).

DB Contractor shall use native plant species that are as closely related genetically and ecologically as possible to park populations. For GATE, the operational definition for closely related native species is plant material from seeds or cuttings that were collected from native plant species within 10 miles of the ocean anywhere along the coasts of New Jersey, Staten Island, and western Long Island are considered suitable. Substitution of plant material will be made only based on proof of unavailability.

Prior to commencement of work, a vegetation survey must be conducted, and a replacement plan must be developed and submitted for Resource Stewardship Division review. If any holly trees (any size) or woody vegetation with a 4-inch diameter at breast heigh or greater is proposed for removal, then replacement will be required. Per NJDEP (in CZM for PEPC 49465 for relocation of maintenance facility): Replace trees to be removed with similar species at a minimum ratio of 1:1. Replacement trees will be similar in canopy cover at maturity to existing native trees on site. The Contracting Officer and the Park’s Resource Stewardship Division must approve all plant selections before they are purchased.

Any wheel ruts, holes, or divots in lawn areas caused by the work shall be repaired by the contractor.

Any bare soil areas created by the work shall be seeded with annual ryegrass and a native grass seed mix designed for the Northeast US region, where needed to restore area to pre-construction condition. Seed shall be applied at a rate of ½ pound per 1,000 square feet.

• Contractor shall use the following seed mix for temporary and permanent seeding:

o Mix labeled Sandy Hook 90/10 by All Pro Horticulture Inc. from Lindenhurst, NY o Spyder LS Tall Fescue (High Edophyte) 45% https://www.nps.gov/policy/mp/policies.html https://www.nps.gov/policy/mp/policies.html o Corbett Tall Fescue 45% o Wild Horse Kentucky Bluegrass 10%

NPS Natural Resources Program will review and approve seed mix for temporary and permanent seeding during DD review.

To avoid impacts to the Northern Long-eared Bat (federally listed), as well as nesting migratory bird species, adhere to seasonal restriction on clearing of all woody vegetation from April 1st through

September 30th of each calendar year.

Special Status Species: To protect unknown or undiscovered threatened, endangered, or special status species, construction contract will include provisions for these discoveries. DB Contractor should contact NPS for direction to evaluate special species at the site.

State plants of concern would be located and fenced or flagged prior to construction. NPS will provide a briefing to the contractor identifying plants of concern. Contractor shall work with NPS to avoid, reduce, and minimize impacts to plants of concern when possible.

A separate contract is being bid for resource related studies that will include vegetation surveys.

Identification of special status species will be conducted under that contract to inform development of this project.

Visitor Experience: Incorporate following mitigation measures into action alternatives to minimize impacts of construction activities on visitor experience:

Contractor shall provide & maintain signage for detours, maintenance of traffic, and safety throughout the length of the project. Closure measures at either end of any closed portions of the park within the immediate work area will be established and maintained by the contractor. A traffic control plan detailing signage for detour will be submitted by the contractor for government approval.

During transport of equipment and materials outside of the immediate work area along portions of the roads, construction vehicles will have shared usage with pedestrians. Any vehicles larger than a pickup truck are required to have flaggers/escorts provided by the contractor to ensure pedestrian safety. Public access to the Sandy Hook Park shall be maintained at all times through construction. No closure of the park is currently anticipated by NPS. Access on Randolph Drive shall be maintained throughout construction.

Contractor shall supply and install a temporary fence along the MUP (multi-use-path), located west of the existing Well 5A site, to minimize impacts of construction to visitors and path users.

The proposed construction is located within an area that is popular for visitors to engage in birdwatching. In addition, the project site is an area of long-term migratory bird research conducted by a park partner under an NPS Research and Collecting Permit. The DB contractor shall take care to minimize impacts of construction to birdwatchers and researchers.

Air and Water Pollution Control: Air quality impacts are expected to be temporary and localized. To minimize these impacts, take following actions:

• To reduce tailpipe emissions, do not leave construction equipment idling longer than necessary for safety and mechanical reasons.

• To reduce construction dust, apply water to problem areas. Limit equipment to fenced project area to minimize soil disturbance and dust generation.

• Take necessary reasonable measures to reduce air and water pollution with material or equipment used during construction. Keep volatile wastes in covered containers.

• Storm Water Pollution Prevention Plan (SWPPP): Submit a SWPPP, according to applicable

State Water Resources Control Board's (SWRCB) requirements, to Contracting Officer for approval. (See Technical Requirements.) Before starting construction, DB Contractor shall implement approved SWPPP.

• Abide by any requirements on NJDEP permit provisions. Develop and integrate any best management practices for erosion and sediment control, waterway construction, and wetland construction into the final construction documents. Establish and maintain all required BMP’s during construction.

Cultural Resources: A Secretary of the Interior Qualified Archaeologist will be present at work site during Ground disturbing activities to monitor the excavations. Archeological monitoring of all open excavations, including but not limited to the trenches for electrical conduits and gas, is required in order to assess the potential for intact soils capable of bearing significant archeological deposits. If archeological resources are discovered at the project site, the monitor has the authority to immediately stop work in vicinity of discovery and report discovery to the Park Archaeologist, Cultural Resource

Manager, the Contracting Officer Representative, and the Contracting Officer.

2.3.2 Schedule of Values

After contract award and before Design Meeting, submit schedule of dollar value based on Contract

Price Schedule. Breakdown each lump-sum item into component parts of design deliverables or construction work for which progress payments may be requested. Total costs for component parts of work shall equal contract line item amount for that lump-sum item. Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead, and profit in total dollar value of unit price item and in component parts of work for each lump-sum item, as described below. Do not include mobilization, general condition costs, overhead, or profit as separate items.

Do not break down unit price items. Only use contract line item amount for unit price items.

Total cost of items shall equal contract sum. Schedule of Values will form basis for progress payments.

Before first progress payment is processed, DB Contractor and Contracting Officer shall agree on an acceptable Schedule of Values. A cost loaded project schedule is an acceptable substitute for a schedule of values in some cases.

2.3.3 Construction Support

Staging Areas

Limit construction sites to smallest feasible area. Carefully control ground disturbance and site management to prevent undue damage to vegetation, soils, and archeological resources, and to minimize air, water, soil, and noise pollution.

Staging within project limits for a construction office or trailer. Locate construction equipment and material storage in previously disturbed areas near construction site. Obtain Contracting Officer’s approval for staging area location for construction equipment. Once construction is complete, return staging areas to pre-construction conditions. Consult with Contracting Officer and develop standards and methods for determining standards.

The North Maintenance Building site is designated as the temporary/permanent location to dewater and store spoils and drilling fluids, all of which are anticipated to be free of toxins and safe for disposal. The site is designated due to its previous use as a spoils disposal site and internal Park request.

Structures: Trailers, Storage, Field Offices, Staging Area and Sheds: Contracting Officer to approve location.

Material lay down areas including access/egress to said areas will need full review and approval by NPS prior to construction operations occurring.

Field Offices: The DB Contractor shall supply a Field Office for use by the Government Contracted
