About this file
This is an appendix to a federal contract solicitation that outlines service requirements for the Defense Language Institute Foreign Language Center (DLIFLC) across two functional areas: Supply and Transportation.
Supply Functional Area - Textbook Warehouse Operation: The contractor must operate and maintain a general warehouse to receive, issue, restock, and conduct inventories of language materials, survival kits, and related supplies. Key responsibilities include operating Material Handling Equipment (MHE) with properly licensed operators; maintaining stockage and restock levels; receiving instructional materials for Resident and Non-Resident training programs through the Course Material Program (COMP); coordinating with the Production Coordination Office (PCO) for reordering when stock reaches reorder points; selecting, assembling, collating, and packaging student instructional material sets for School Department pickup; reconciling shipping documents against received items and reporting discrepancies to the PCO; and processing requests for material selection and assembly for shipment to CONUS and OCONUS locations via postal services, small package carriers, or FEDEX. The contractor must provide monthly SS-01 Supply and Services Reports documenting warehouse activity metrics including documents received, sets compiled, books issued, boxes received, and survival kits issued. Quality standards specify 95% Acceptable Quality Level (AQL) with random sampling and documentation review conducted periodically.
Transportation Functional Area - Driver Training and Bus Support: The contractor must conduct driver training on vehicles with 15+ passenger capacity or gross vehicle weight of 10,000+ pounds in accordance with AR 600-55, including Initial Operator Training, Equipment Training, and Training Validation phases, with DA Form 348 updates and physical evaluation measures (visual acuity, field of vision, foot reaction time, depth perception, color perception). Additional requirements include operating a Post Shuttle Bus Service on recurring basis with staggered stop times averaging 7 minutes or less and passenger wait times not exceeding 10 minutes; bi-annual schedule reviews for route and service adjustments; Monday-Friday operation during regular school days when DLIFLC is in session (excluding Federal and student holidays); and full-sized buses with 28-44 passenger capacities for Presidio operations. Drivers must hold Commercial Driver's License (CDL) with Passenger Endorsement. The contractor may also conduct United States Army qualification testing and licensing for permanent change of station personnel when requested. Quality standards for driver training require 95% AQL, while bus operation quality requires 99% AQL for mission requirement completion.
