About this file

This is a template checklist used to assess whether a prospective federal contractor's accounting system is adequate for cost-reimbursement contracts prior to DCAA conducting a formal audit.

The checklist evaluates 15 key accounting system requirements organized into five sections. Section 1 assesses compliance with generally accepted accounting principles. Section 2 examines 10 accounting system capabilities including proper segregation of direct and indirect costs, identification and accumulation of direct costs by contract, logical allocation methods for indirect costs, general ledger control, timekeeping systems, labor distribution, interim monthly cost determinations, exclusion of unallowable costs per FAR 31, identification of costs by contract line item and units, and segregation of preproduction from production costs. Section 3 evaluates whether the system provides financial information required by limitation of cost clauses and progress payment requests. Section 4 assesses whether the system generates adequate data for pricing follow-on acquisitions. Section 5 determines operational status of the accounting system. Contractors complete the checklist by marking Yes, No, or N/A for each item and providing detailed narratives explaining how their current system supports each response. The final section requires contractors to answer supplemental questions regarding cost-type contract bidding intentions, DCAA audit readiness, familiarity with SF1408 requirements, and identification of the cognizant DCAA office. The form requires signature by the individual responsible for accounting system design and includes space for third-party accounting reviews if applicable.

Preaward Survey of Prospective Contractor Accounting System Checklist

[FAR 16.301-3 states that a cost-reimbursement type contract may be used only when the contractor’s accounting system is adequate for determining costs applicable to the contract. If no information is available in the files to make this determination, a Preaward Survey of Prospective Contractor’s Accounting System (SF1408) can be requested from DCAA. Before requesting such an audit, it is a good idea to send this checklist to prospective contractor’s for completion to ensure they understand the requirements of the SF1408, and to ensure they are ready for DCAA to come in and perform an audit].
