About this file
This document is a technical guidance manual from the Naval Facilities Engineering Systems Command (NAVFAC) establishing utility real property point of demarcation (POD) standards for Navy facilities.
The manual defines the transition points between utility distribution systems and facility real property installed equipment (RPIE) across eight utility types: electrical, water, wastewater, steam and condensate, natural gas, chilled water, and hot water systems. For electrical systems, demarcation points vary by configuration—service drop demarcation occurs at the weatherhead where overhead lines connect to service entrance conductors, while service lateral demarcation occurs at secondary transformer lugs or distribution switchboard connections. Water system demarcation is established at the first isolation valve exterior to the facility, or at the main connection if no valve exists; fire protection systems demarcate at the first main isolation valve with post indicator valves (PIVs) considered facility RPIE rather than utility assets. Wastewater system demarcation points occur where gravity sewer laterals connect to mains at manholes, with pump stations serving multiple facilities classified as utilities real property while single-facility stations are RPIE. Steam and condensate systems demarcate downstream of the first pressure reducing station delivering utilization pressure, or at main isolation valves if no reducer exists. Natural gas, chilled water, and hot water systems establish demarcation on the downstream side of the first cutoff valve exterior to facilities, or at main connections when valves cannot be located. The document includes detailed schematic drawings for each utility type and notes that meters, backflow preventers, and facility-specific equipment are typically classified as RPIE rather than utility assets. This guidance applies to all Navy installations and facility types, including piers and dry docks, and supersedes previous demarcation rules including the rescinded five-foot distance rule, with an effective date of July 2024.
