About this file
This document is Section J of a federal contract solicitation addressing Wastewater system maintenance and management requirements.
The section contains four attachments that establish the technical framework for wastewater collection system operations. Attachment J-1604000-01 provides definitions and acronyms relevant to wastewater management, including references to standards organizations (ANSI, AWWA, NASSCO) and regulatory frameworks (DoD FGS, FAC, NPDES). Attachment J-1604000-02 lists eight technical reference documents that govern wastewater system design and operation, including UFC (Unified Facilities Criteria) standards for wastewater treatment, collection, gravity sewers, and industrial/oily wastewater control, along with military handbooks and engineering criteria. Attachment J-1604000-03 specifies that the Contractor must develop and implement a Preventive Maintenance Program for the Wastewater Collection Systems and all mechanically and electrically interlocked ancillary components including aerators, air compressors, alarms, generators, pumps, lift stations, clarifiers, control panels, sensors, tanks, and monitoring systems. The wastewater collection system comprises approximately 15,570 linear feet of gravity mains, 7,955 linear feet of force mains, multiple mechanically equipped lift stations, and approximately 141 sanitary manholes distributed across four primary facility zones, with pipe sizes ranging from less than four inches to 30 inches. Attachment J-1604000-04 references a separate Spill Containment Plan document without providing specific details in this section.
