About this file
This document is an Annex G detailing snow and ice removal services for Rivanna Station as part of a base operations and maintenance contract. The scope requires comprehensive pavement clearance services for roads, parking areas, sidewalks, and specialized locations during winter events, with specific performance requirements for different storm classifications. The contractor must clear snow and ice when accumulations reach two inches, prioritize primary roads and access control points, and ensure all roadways, parking areas, and sidewalks are passable within 6-24 hours after a snow event.
Key service requirements include pre-treatment with salt-brine solutions, use of environmentally preferred de-icing materials, maintaining salt boxes/barrels, and conducting monthly pavement sweeping. The contract specifies strict guidelines for snow removal, including clearing sidewalks, stairs, fire hydrants, dumpsters, and HVAC units. Historically, Rivanna Station experiences 3-4 Class A storms, 2-3 Class B storms, and 2 Class C storms annually, with the contractor required to respond within two hours of notification and maintain detailed reporting on de-icing material usage. The services are part of a broader base operations support contract for the Department of the Army at Rivanna Station, Virginia.

Annex G (Service 408 Pavement Clearance, Snow, Ice and Sand Removal) - Rivanna Station Base Operations and Maintenance Services
1.0 General Information.
1.1 Overview. The Contractor shall provide Pavement Clearance services, to include street sweeping and snow and ice removal services, on paved driving/parking areas and side roads, as annotated on Technical Exhibit (TE) SNAIR, Priority Snow and Ice Removal Plan. Services shall commence when snow height exceeds two (2) inches, or forecasted low ambient temperatures and moisture levels could cause ice accumulation or when ice begins to accumulate. Removal and treatment priorities shall take as directed by the KO, the Contracting Officer’s Representative (COR), or Alternate Contracting Officer’s Representative (ACOR). Services shall continue as weather conditions dictate. Historically, there have been roughly four (4) snow-storm events per year that required snow and ice removal activities. Storm classification will be determined by the COR/ACOR based on snowfall accumulation projections from the several news weather channels. Snow/ice storms are classified as follows:
a. Class A: Partial Pre/Post treatment, walks/steps, pavements
b. Class B: Pre/Post Treatment of pavements and clear walks/steps
c. Class C: Storm events of two (2) inches to four (4) inches accumulation
d. Class D: Storm events of four (4) plus to six (6) inches accumulation
e. Class E: Storm events of six (6) plus to eight (8) inches accumulation
f. Class F: Storm events of eight (8) plus inches or more accumulation
Historically, Rivanna Station experiences three (3) to four (4) Class A storms; two (2) to three (3) Class B storms; and two (2) Class C storms; one (1) Class D storm annually. Pavement clearing services for Class E storms shall be executed as an OWO.
1.2 Snow, Ice, and Sand Removal Plan. The Contractor shall review the provided Snow, Ice, and Sand Removal Map, TE SNAIR and submit any revisions to the KO/COR for approval within sixty (60) days of contract award. The Contractor shall update the Snow, Ice, and Sand Removal Plan not later than (NLT) 30 September annually. (TE DELV, Deliverable Lists). The Contractor's plan shall include the following: an inventory of materials for snow, ice, and sand (if used) removal; traffic and parking control procedures, communication channels, and priorities between road users, the snow control center, and equipment operating crews and/or vendors; designated areas from which snow and ice shall be hauled when accumulation reaches an established level; and procedures for adding additional crews and equipment in the event of a major incapacitating storm.
The COR shall be notified when de-icing and snow removal operations are started and shall be updated hourly for the duration of the operation. The Contractor shall respond to road snow and ice removal requests from the COR who will notify the Rivanna Station Directorate of Emergency Services (DES) of the incoming service crew for SNAIR is on the way. Contractor shall be required to provide snow and ice control to clear approximately all of sidewalks and building entryways for all Rivanna Station facilities. The Contractor shall not apply any de-icing agent containing urea or other forms of nitrogen or phosphorus to parking lots, roadways, and sidewalks, or other paved surfaces, per Virginia Stormwater Code 9VAC5-890-40. The use of Ethylene Glycol is also prohibited as well. The Contractor shall submit Safety Data Sheets to DPW-ENRD and COR/ACOR for approval of all other abrasives, chemicals, and application methods prior to use.
2.0 Description of Services.
2.1 Scope. Pavement clearance includes, but is not limited to, the following: plowing and sweeping of sand or snow from roads, access control points (ACP), railroads, airfield pavements, taxiways, aprons, driveways and parking areas by pushing and piling the snow into adjacent areas or by collecting and removing sand. The Contractor shall begin clearing from areas identified in TE SNAIR when accumulations have reached two (2) inches or within one (1) hour of notification by the COR/ACOR. Snow and ice removal shall be cleared from walkways, doorways, and gates to provide full opening and safe access for personnel and equipment. Snow and/or ice piles shall not be left in the plowed or swept areas. The Contractor shall perform deicing services to maintain free from hazard sidewalks, steps, handicapped ramps, fire hydrants and access to buildings and essential facilities specified in TE SNAIR.

The Contractor shall ensure all ACPs are operational at all times, regardless of storm intensity. The Contractor shall deploy the assets necessary to ensure the road network is trafficable IAW the Snow, Ice, and Sand Removal Plan. Once removal operations commence, the Contractor shall continue these operations until snow and/or ice is removed from the full width of streets, including intersections. The Contractor shall have all primary roads passable NLT six (6) hours after the conclusion of an event, eight (8) hours for secondary, and 12 hours for all other roads, and 24 hours for all parking lots, parking garage, and sidewalks/steps. The COR/ACOR will inform the Contractor of the revised clearance times, should there be a delay in opening or closure.
2.1.1.2 Parking Areas and Parking Garage. The Contractor shall clear parking areas. Snow, ice, or sand shall be removed from the full width of the parking areas and pushed to designated locations. The Contractor shall clear parking areas of snow and ice. The snow accumulation on the top level of the parking garage shall be removed using a small skid steer and small to medium size dump bed type truck and hauled to an area and dumped over the hill at an existing surface parking area adjacent the parking garage, this shall be performed for each event. The entrance/exit and ramps shall be cleared, and the areas of accumulation shall be treated with de-icing material suitable for parking structure precast concrete decks. See TE SnowDump for general locations to dump the snow from the parking garage.
