About this file
This document is a Hazard Mitigation Grant Program (HMGP) Agreement between the Florida Division of Emergency Management (FDEM) and Pinellas County for a utility protective measures project. The project involves upgrading existing span-wire traffic signal structures at 16 locations throughout Pinellas County by replacing span-wire and concrete pole structures with new mast arm structures. The project aims to provide protection against 150 MPH winds and meet wind speed protection and impact requirements indicated by the effective Florida Building Code. The total project cost is $5,996,592.00, with a federal share of $3,906,317.00 (65.142842%) and a non-federal share of $2,090,275.00 (34.857158%). The agreement period is from execution through July 31, 2023, with the project focusing on upgrading utility infrastructure to improve resilience against potential wind damage.
The funding for this project comes from the Federal Emergency Management Agency (FEMA) through the Hazard Mitigation Grant Program (HMGP), specifically under the DR-4337-FL disaster declaration. The project will replace existing infrastructure with new mast arm structures at intersections across Pinellas County, including locations in Largo, Pinellas Park, Seminole, Tarpon Springs, Madeira Beach, and other areas. The sub-recipient (Pinellas County) is responsible for procuring a qualified and licensed Florida contractor, ensuring all work complies with federal, state, and local regulations, and providing documentation of project progress, including quarterly reports and a final close-out report. The agreement includes provisions for reimbursement based on project completion, with detailed requirements for documentation, procurement, and project oversight.
