About this file

This document is a Utility Work Schedule (UWS) for Pinellas County's Signalization Plans project at 54th Avenue N and 62nd Street N, involving multiple utility agencies including Duke Energy, Frontier Communications, Spectrum, Pinellas County Utilities, WOW! (Wide Open West), and Uniti Fiber/Southern Light. The project involves utility facility relocation, adjustment, installation, and protection related to signalization improvements, with work including pole replacements, conductor transfers, conduit relocations, and facility protections. Each utility agency submitted a detailed work schedule outlining their specific activities, estimated calendar days for construction, and dependent activities, with most agencies requiring coordination with Duke Energy's pole placement.

The utility work schedules indicate minimal direct costs for the utility agencies, with most activities performed during their standard working hours and requiring advance notice to the county and other joint users. Right-of-way permitting and preliminary activities are largely administrative, with most agencies estimating between 0-30 calendar days for non-construction items. The project appears to be funded through Pinellas County's transportation infrastructure budget, with each utility agency responsible for protecting and transferring their own facilities. The documents emphasize careful coordination, safety protocols, and the need for advance communication between the county, contractors, and utility providers to minimize service disruptions and ensure smooth project execution.

UTILITY WORK SCHEDULE

COUNTY PROJECT #: 004183C PROJECT TITLE: Signalization Plans 54th and N and 62nd St N

UTILITY AGENCY/OWNER (UAO): Duke Energy-Distribution

B. Special Conditions / Constraints

1) Emergency number for nights, weekends and during Duke Energy Florida holidays is (800) 228-8485.

2) Duke Energy line crew availability may be affected or limited due to our required response to emergency conditions. This limitation will be dependent upon the severity of the emergency and if line crews have been deployed to support other regions.

3) All normal relocation activities performed by this UAO will be done during its regular scheduled working hours. No nighttime relocation activities involving energized conductors or equipment will be performed, except for outage restoration or other such emergency work (UAO’s Safety Manual regulation).

4) All NESC and OSHA required clearances from energized conductors and equipment should be maintained. Covering of conductors will not be provided by this UAO as this does not decrease the required code clearances. Flagging of energized conductors will be provided at the County contractor's request, this will require twenty-one, (21) business days advance notice to this UAO's representative. Due to existing circuit loadings at such time, distribution conductors may only be de-energized and grounded during non-peak hours (may require night work by County contractor).

5) Duke Energy requests bucket truck access to maintain all the UAO’s existing and proposed pole locations throughout the duration of the project construction for maintenance and outage restoration.

6) Any temporary bracing or holding of this UAO’s poles, existing or proposed that has not been identified in this work schedule, required for County construction, will require (30) working days advance notice by County’s contractor to this UAO’s representative.

7) Duke Energy requests that ROW staking be provided by the County prior to Duke Energy construction.

8) Duke Energy Distribution cannot remove old facilities until new facilities are energized and any existing customer owned services have been relocated.

9) This UAO’s poles scheduled to be removed will be removed within thirty (30) business days form the time they are cleared by all joint users and notification by

County provided to this UAO’s representative.

10) All switching operations or de-energization of electric facilities require twenty-one (21) business days’ notice to the Duke Energy representative if no additional line work is required to perform switching. If additional line work is needed to de-energize, thirty-five (35) business days advance notice is needed.

11) Upon completion of any or all of relocations, as described in this approved Utility Work Schedule, any additional relocation of newly installed system that is required due to deviation by the County or its roadway contractor from the plans as provided to this UAO will be done at the expense of the County or its roadway contractor.

Upon notification of such change, UAO will proceed with the design and construction of the additional relocation within the standard work schedule of this UAO.

12) To establish a new service account the responsible party for the new service must call 866-372-4663 for setup. A contribution in aid to construction (CIAC) may be required for underground riser/pedestal installation and any additional work not covered by UAO’s approved tariff.
