About this file

This document is an attachment containing vendor questions and responses related to the Joint Safety Health Institutional Facilities Team (JSHIFT) NASA contract solicitation. The document covers various aspects of the draft Performance Work Statement (PWS) and Delivery Requirements Document (DRD), with questions and clarifications from potential vendors across multiple sections including safety training, fire protection, occupational health, and labor categories.

Key details include confirmation that the contract will be an 8(a) set-aside with a single-award, Firm-Fixed Price (FFP) base effort and Indefinite Delivery/Indefinite Quantity (IDIQ) task orders. The contract will cover safety and health services for three NASA centers: Goddard Space Flight Center (GSFC), Johnson Space Center (JSC), and Langley Research Center (LaRC). The government responded to vendor inquiries about staffing levels, work locations, vehicle access, certification requirements, and specific task responsibilities, often directing vendors to additional attachments like the Excel Pricing Model and Historical Information documents for detailed information. The contract is anticipated to have a base period with potential one-year options, with an expected award date of August 15, 2025 and an effective date of September 15, 2025.

1 Intro The contractor may be required to perform services at its own facility (off-site), at other NASA Centers and/or at the Center’s satellite locations.

Given that on-site information, are their requirements for contractor-provided off-site facilities?

Suggestion: Please provide information on how many personnel and how much equipment can be accommodated on site, at each location.

All personnel will be onsite.

The number of contractor personnel will be provided.

Off-site facilities are not expected for this effort;

however, mgt functions may be done at home offices depending on the contractor.

Exhibit D will include a list of equipment that the contractor will have access

to. Other than vehicles for LaRC, all equipment is available.

2 Intro “Safety is a core value at NASA”, as described in NASA Policy Directive (NPD) 1000.0A.

We understand that NPD1000.0 is now rev. C.

and has slightly different wording for this section.

Suggestion: that the PWS be updated to reflect rev C.

Agree. Intro section is updated.

3 Intro Access to Government Vehicles (GSFC and JSC only)

NASA will provide 2 vehicles at GSFC and 2 at JSC. Are there requirements for additional vehicles to be provided by the contractor at any location? If so, how will the cost be billed to NASA (eg.:

specific task, PMO, indirect…)

Vehicles will be needed at LaRC and depreciated accordingly through overhead; If personal vehicles are used at LaRC, the mileage can be reimbursed as an ODC;

maintenance and insurance is the responsibility of the contractor as an ODC.

JSC has GSA leases for two

(2) vehicles for use by Fire Protection Specialists and four (4) vehicles for use by Fire technicians.

Description

It is anticipated that the JSHIFT will be a single-award, Firm- Fixed Price (FFP) contract for the base effort with Indefinite- Delivery, Indefinite- Quantity (IDIQ) FFP and Cost- Plus-Fixed Fee CPFF task orders.

We understand the desire to control costs through FFP core. However, only the incumbent contractors have the necessary workload information and demographic data to accurately price the requirements. This will lead to unfair competition and invites unwanted protests.

Please provide accurate empirical data on workforce, including wages, years of service, ages and labor categories.

See Attachment 3, Historical Information.

15 SAM.gov description

Listing of incumbent contracts.

Since the current contracts are 8(a) set-asides, will JSHIFT remain 8(a)?

Suggestion: JSHIFT should remain 8(a) based on proof that 8(a) companies have been successfully performing these contracts for 20 years.

This requirement will stay in the 8(a) program and has been approved by the

SBA.

16 SAM.gov description

It is anticipated that the JSHIFT will be a single-award, Firm- Fixed Price (FFP) contract for the base effort with IDIQ FFP and Cost-Plus-Fixed Fee CPFF task orders.

Requirements will be issued as task orders as determined appropriately throughout the life of the contract.

What scope in the PWS is considered part of the base effort that is going to be

FFP?

All of the PWS is considered to be FFP.

17 SAM.gov description

Same as above ^ We request that instead of CPFF task orders, that the Government consider Time and Material (T&M) fixed rate task orders which is much easier to manage on both sides for individual task orders.

In accordance with the FAR, T&M is the least preferred method of contracting.

18 1.0 IDIQ IDIQ work will be accomplished by the issuance of task orders.

There is no mention of a FFP base effort as described in the SAM.gov description.

The Sources Sought posted on 02/14/2025 at Sam.gov stated, “It is anticipated that the JSHIFT will be a single-award, Firm-Fixed Price (FFP) contract for the base effort with IDIQ FFP and Cost-Plus-Fixed Fee CPFF task orders.”

19 1.0 Meetings

The Contract Project Manager shall participate in a monthly meeting.

There is currently a Program Manager responsible for the JSC contract. With the consolidation of multiple NASA Centers under one contract, there will be a need for a Contract Program Manager level position responsible for projects, deliverables, contract management, financial reporting, etc.

Suggestion: Changing the Project Manager reference to Program Manager as the responsibilities of this position will be more than just project reporting and the higher labor category of Program Manager will be required.

The Contract Project Manager is the same as Program Manager. The language has been updated in Section 1.0 of the PSW for consistency across the contract.

20 1.0 Meetings In addition to the meetings required with Center organizations and customers, the Contract Project Manager shall participate in a monthly meeting with the CO, COR and TAMs.

Will these meetings be required to be in person or can they be accomplished virtually?

Suggestion: Since operations are across three NASA Centers, we suggest that the Contract PM be allowed to attend these meetings virtually to effectively manage all Centers.

The meetings will be in-person and virtual. The contractor personnel required to participate in the meetings can do whichever method is more convenient to them to support the meetings as long as customer responsiveness is maintained.

Requirement

JSHIFT Team Response

21 1.0 Access to Government Vehicles

JSC will provide two government pick-up trucks, outfitted with necessary first responders’ equipment, for response to Center fire emergencies by the Fire Protection Specialists.

The statement for access to vehicles for JSC does not include the four (4) vehicles presently being provided for the fire protection maintenance operations as described in Section 3.3 Center Specific Fire Safety Support.

Suggestion: Adding the 3 (three) vans and (1) one truck to the JSC Access to Government Vehicles section.

The PWS was corrected.

Also, see Exhibit D. JSC has at total of six (6) GSA lease vehicles for use.

Two (2) for vehicles for use by Fire Protection Specialists and Four (4) vehicles for use by Fire Techs.

22 2.B Safety Training STO1

The contractor shall assist in developing, reviewing, coordinating, and delivering general industry and construction safety education classes and awareness programs for personnel.

Does the government plan to detail the scope, level of effort and specific subject matter for development and deliverance of safety training?

Suggestion: Please provide a list of courses/subject matter and frequency of developing and/or delivering training classes or provide historical numbers that can be used for determining required resources to support (type and amount).

A table with the historical training data per each center was added to the

PWS.

23 2.E CEPRR03 The Contractor shall support the onsite ICS upon request. Actions could include establishing preliminary air testing and monitoring, chemical collection and analysis, and overall site safety and health support.

Air testing and monitoring and chemical collection and analysis are not in the current JSC CSFO II contract scope. This likely occurs in JSC HHPC contract with their occupational health personnel.

Suggestion: Remove from JSC SHIFT requirements or confirm that this scope is moving over from JSC’s HHPC contract and additional resources will be required to perform this work.

The PWS was changed to clarify the requirement.

PWS remains unchanged.

Incidental support may be needed during incidents regardless of Center.

24 3.1.C Safety Inspections and Audits

SIA03

Annual schedule for facility safety inspections and audits: JSC provides support to Occupational Health Organization working cycle (approximately

100) annual surveys led by the Government.

JSC CSFO II contract staffing is only at a level of supporting approximately 40 facilities that are considered critical, complex or hazardous.

Suggestion:

Modify PWS to “approximately 40” annual surveys or confirm that additional resources should be added to now maintain approximately 100 surveys.

Approximately 40 annual inspections are supported (support to Occ Health) PWS was updated to reflect proper number of inspections (~40).

JSHIFT Team Response

25 3.2.A CONFS01

& CONFS03

CONFS01:

Contractor shall respond to requests for confined space entry permits…

CONFS03:

Contractor shall audit the Confined Space Program of on-site contractors annually and perform spot checks of confined space entries…

These requirements are not currently performed on JSC CSFO II contract. This is supported on the JSC HHPC contract with the occupational health personnel.

Suggestion: Remove from JSC SHIFT requirements or confirm that this scope is moving over from JSC’s HHPC contract and additional resources will be required to perform this work.

These two (2) areas of the PWS are only applicable to LaRC. JSC CSE are not performed currently and are not being added.

26 3.2.E Test Operations Safety Support

(TOSS)

The PWS does not mention the scheduling of resources to support the TOSS activities presently performed by contractor.

Will the contractor remain responsible for performing the scheduler functions for both civil servants and contractor personnel within the TOSS PWS?

Suggestion: If so, please add as a PWS line item so that resources can be appropriately bid to support this task.

Yes, See TOSS06, contractor will remain responsible for TSO scheduling.

27 3.3.C Fire Alarm Systems FAS01 and

FAS02

The Contractor shall inspect, test, maintain, repair, and operate fire alarm systems...

Current frequency of system proof testing is 80% of devices over a 2-year period and at least 75% of other preventative maintenance.

Suggestion: Please clarify if resources need to be provided to perform 100% testing and preventative maintenance annually.

Per Center databases, testing and PM of devices will provide that information.

28 3.3.K EAS It is stated under “Work Environment” that hours of operation are 8 am – 4:30 pm.

Will the government specify the on-site requirement, hours of operation, and staffing to fulfill requirements under the EAS PWS?

Suggestion: Presently, the JSC CSFO contract Fire Protection Specialists (FPS) support the Center 24/7/365:

2 FPS 1st -12 hr shift M-F 1 FPS 2nd - 12 hr shift M-F 1 FPS 1st & 2nd - 12hr shifts Sat & Sun

Wrong PWS Section referenced in question.

“Work Environment hours” is discussed in 1.0 Introduction. The PWS was updated to state “For JSC some of the Fire Protection tasks require the contractor support to be 24/7/365. “

29 4.0 Occupational Health

Since JSC HHPC contract is also under recompete and there are some inconsistencies noted above regarding what contract performs some tasks at JSC, is there a consideration to further consolidate synergistic activities by moving JSC’s Occupational Health activities from HHPC 2 to JSHIFT to align with the GSFC and LaRC activities?

No, not at this time.

However, Section 1 of the SOW may allow this if approved by management in the future.

30 Appendix A Safety Engineer

One of the qualifications for this labor category is an accredited engineering degree.

Could this requirement be changed to allow for other types of non-engineering specific degrees?

Suggestion:

Bachelor’s degree in Science, Technology, Engineering or Math (STEM) field.

33 Appendix A Fire Protection Engineer

Requirement presently states:

One registered Professional Engineer with a specialty in fire protection engineering in the State where the Center is located (Texas, VA, MD, etc.).

Does this requirement imply multiple FPE PEs (one for each location) or just a single FPE PE with professional registration in each state? Also, since there seems to be no fire protection oversight for GSFC, would a professional registration for the state of MD be necessary?

At this moment, JSC is the only Center requiring this position. The other states were just placeholders for a potential future requirement that may be needed.

34 Appendix A Does the government plan to add the labor categories of Safety Program Developer, Technical Specialist, Business Operations Specialist and Secretary III that are presently part of the CSFO II contract?

These labor categories are currently required to support PWS activities (i.e., safety events and communication, 533 reporting, DRDs).

PWS, Appendix A was updated to reflect only the required positions Some categories were not added. If needed by the offeror, it would an overhead staff position.
