About this file

This document is a pre-solicitation conference presentation for NASA's Joint Safety Health Institutional Facilities Team (JSHIFT) contract solicitation (RFP 80LARC25R7001). The competitive 8(a) set-aside procurement seeks a single contractor to provide institutional occupational safety and occupational health services for Goddard Space Flight Center (GSFC), Johnson Space Center (JSC), and Langley Research Center (LaRC). The contract will be structured with a two-year Firm Fixed Price (FFP) base period and three one-year option periods, including Cost-Plus Fixed Fee (CPFF) and FFP Indefinite Delivery/Indefinite Quantity (IDIQ) task order capabilities.

Key procurement details include a projected RFP release on March 31, 2025, proposal due date of April 30, 2025, anticipated contract award on August 18, 2025, and contract effective date of September 15, 2025. The procurement will evaluate proposals based on past performance and price, with past performance weighted more significantly. The contract will require comprehensive safety services including occupational safety inspections, industrial hygiene assessments, radiation protection, fire safety support, mishap investigations, and other safety and health programs across the three NASA centers. The NAICS code is 541690 with a small business size standard of $19 million.

STRATEGY

• The Source Selection Evaluation Broad (SEB) will report its results to the Source Selection Authority (SSA), who is responsible for making the source selection decision. The SSA will perform a comparative assessment of proposals against the source selection criteria in the solicitation. The SSA will select the Offeror whose proposal is determined to be the best value to the Government based on the factors contained in the solicitation.

• Intend to award without discussions (See FAR Clause 52.215-1); however, exchanges may occur if determined necessary by the CO (see FAR 15.306).

• Price will be evaluated based on the “Total Evaluated Price”

• A Determination of Responsibility will be made prior to award IAW FAR 9.1

PPTO STRATEGY (continued)

Summary of Section M – Evaluation Factors for Award

• Proposals received in response to this solicitation will be evaluated by the SEB in accordance with NFS 1815.3 and as set forth in the solicitation.

• An initial review of proposals will be conducted of the five (5) lowest-priced proposals in accordance with NFS 1815.305-70, Identification of Unacceptable Proposals. All unacceptable proposals will be eliminated from further evaluation. This bullet is no longer applicable. See RFP 80LARC25R7001 for most current Section M.

• Tradeoff process (see FAR 15.101-1) will only be performed between past performance and price. The Past Performance factor is significantly more important than the Price factor.

FACTOR 1 – PAST PERFORMANCE

• Offerors shall submit a maximum of FIVE (5) contract references for the prime and all partners/team members

• The size standard for the prime is $3M average annual obligated value and for any significant sub/partner the standard is $1.5M of the average annual obligated value for the period of performance for the reference provided.

• The recency standard is that all references shall be on-going performance or have been completed within the last five (5) years from RFP issuance date

• Relevancy (Content and Complexity) standard is based on the five areas addressed on the next slide.

• The Government will assess the Relevancy/Pertinence component and Performance component to arrive at a Level of Confidence rating. It is the Offeror’s responsibility to clearly demonstrate relevancy/pertinence of its contract references.

• Please complete Table 1, Relevancy Matrix, to include percentages for who is doing what portion of the SOW.

FACTOR 1 – PAST PERFORMANCE (continued)

• The following FIVE areas will be evaluated for relevance/pertinence and performance:

o PWS Area 1: Comprehensive occupational safety inspection program of large-scale industrial facilities similar to NASA centers.

This includes performing facility inspection per OSHA 29 CFR 1960, Construction, Spot, laboratory, fire safety inspections to identify workplace hazards and recommend controls to protect personnel. (Refer to PWS requirement SIA01).

This includes performing IH baseline surveys, identifying workplace hazards and exposures, and recommending controls to protect personnel. (Refer to PWS requirement CIHS01, OEA01, HBM01).

o PWS Area 5: Comprehensive Radiation Safety Program including ionizing and non-ionizing sources including managing sources, performing analysis in compliance with OSHA, NRC, and industry standards. (Refer to PWS requirement RPS02, RPS05, LLS01, LLS03, and LLS07).

FACTOR 2 – PRICE PROPOSAL

• Attachment 3, Historical Information. The Offeror shall utilize historical data provided by the Government: Travel, Current Management Supervision, and other ODC information. Any additional ODC information shall be included by offeror, as well as a supporting narrative.

• Attachment 4, Excel Pricing Model, shall be completed, as well as a supporting narrative.

o Subcontractors may submit their excel forms directly to the Gov’t.

o Offerors will be provided the total number of hours to propose. There are two "ODC Plug Numbers to be provided for sampling one for GSFC and one for LaRC.

o Additional instructions for completing each form are included at the bottom of the respective excel sheets, as applicable.

TECHNICAL OVERVIEW

• NASA safety objective is to avoid loss of life, personal injury and illness, property loss or damage, environmental harm resulting from any of its activities and to ensure safe and healthy conditions for persons working at or visiting NASA facilities.

• NASA shall comply with all applicable regulations including, but not limited to:

o NASA Safety & Health requirements.

o Requirements of those Federal agencies with regulatory authority over NASA such as OSHA, EPA, and DoT.

• NASA requires every employee to report workplace hazards.

− NASA ensures that there is no reprisal to personnel for reporting unsafe or unhealthy conditions.

Overview of the NASA Safety Program

• The NASA Safety Policy stresses the individual responsibility of each employee for their own safety and that of their co-worker. Risk within the work environment must be managed to control hazards and we continuously improve workplace conditions

• NASA as an Agency has a comprehensive and successful safety and health program, which is below the national average for the industry in injury/illness rates.

• OSHA has recognized JSC and LaRC as a leader in health and safety by awarding the “Star” designation level of achievement in the Voluntary Protection Program (VPP).
