About this file

This is a Buy American Certificate form (FAR 52.225-2, October 2022) that serves as a template for offerors to certify compliance with domestic content requirements in federal contracting. The form requires offerors to declare whether each end product is domestic or foreign, with specific provisions for identifying products manufactured in the United States that do not qualify as domestic end products. For foreign end products that do not consist wholly or predominantly of iron, steel, or a combination thereof, offerors must indicate whether these products exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items.

The certificate includes three primary certification sections: a general certification that end products are domestic unless otherwise listed; a detailed listing section for foreign end products with required fields for line item numbers, country of origin, and domestic content percentage determination; and a separate listing section for domestic end products containing critical components as defined under FAR 25.105. The form explicitly states that the Government will evaluate offers according to the policies and procedures outlined in FAR Part 25. This template is applicable to the Department of Veterans Affairs Veterans Health Administration's solicitation for Cheyenne VAMC Portable Ultrasound Systems (Solicitation Number 36C25926Q0751).
