About this file

This is a Questions and Answers Amendment to a VA solicitation for portable ultrasound systems at Cheyenne VAMC. The amendment clarifies the revised offer deadline of September 3, 2026 at 12:00 PM Mountain Time, superseding previously stated dates of August 26 and August 27, 2026. The requirement is for Fujifilm SonoSite ultrasound equipment, with one unit dedicated to each department and one L19-5 transducer per device; transducers will not be shared between departments. NAICS 334510 applies under the nonmanufacturer rule class waiver, allowing eligible SDVOSBs to furnish the required OEM equipment with an authorization letter from Fujifilm SonoSite.

Delivery must occur no later than October 1, 2026, with delivery and training required at minimum; installation and system configuration are preferred. The solicitation includes CLINs 0001 through 0009 (correcting a duplicate CLIN 0006 error), and an OEM authorization letter from Fujifilm SonoSite serves as the required equipment certification document. The VA anticipates a one-year commitment and requires offerors to acknowledge receipt of this amendment on all submitted proposals.

AMENDMENT SUMMARY:

· Offers are due by 12:00 Local Mountain Time, Thursday, September 3rd, 2026.

· Questions and Answers are included in this Amendment

· Offerors shall acknowledge the receipt of the Amendment on each copy of the offer submitted.

1. The SAM.gov notice cover lists the response deadline as August 26, 2026 at 12:00 PM Mountain Time, while the combined synopsis/solicitation states August 27, 2026 at 12:00 PM Mountain Time. Which deadline controls?

1. Originally, the August 27th date would control, however the QA amendment will extend and clarify a new due date for quotes.

2. The solicitation incorporates FAR 52.219-33, Nonmanufacturer Rule.

SBA’s published class-waiver list includes NAICS 334510 and specifically medical ultrasound equipment. Please confirm that the class waiver applies to this acquisition and that an eligible SDVOSB nonmanufacturer may furnish the required Fujifilm SonoSite equipment.

1. Yes, NAICS 334510 is on the class waiver list and will apply to this requirement and an eligible SDVOSB may furnish the requested items.

3. Paragraph (b) of the Instructions to Offerors refers to “authorized Steris equipment Certification.” Please confirm this is template language and that a Fujifilm SonoSite OEM authorization letter is the applicable authorization document.

A) Yes, this is template language, and an OEM authorization letter is an applicable authorization document.

4. The pricing schedule assigns CLIN 0006 to both the L12-3 transducer and the SonoSite PX stand. Please provide the intended CLIN numbering or confirm that offerors should retain the duplicate numbering.

A) The intended CLIN numbering should read 0001 through 0009. The duplicate CLINs was a typo.

5. The solicitation provides the delivery location but does not state a required delivery date. Please confirm the required delivery schedule or whether offerors should propose their best available lead time.

A) Delivery date would be no later than October 1st, but as soon as possible is my answer.

6. Please confirm whether the requirement is for delivery only or whether installation, system configuration, DICOM/network integration, or user training must be included.

A) Delivery and training are required for the areas at minimum. Installation and system configuration would be great too.

i.) I know the rep did come do an in-service when we were looking at them, but that has been a couple years now.

7. Is VA planning to share the transducers? The requirement states 1 EA and the only probe that will be dedicated to each device is the L19-5.

A) We are not planning on sharing between the departments as this will prevent us from having one available for our areas at the time of block or need for Pain.
