About this file
This is a bid pricing form for Invitation to Bid (ITB) 00002676 issued by the City of Portland, Oregon for elevator modernization and maintenance services across multiple municipal facilities. The project encompasses modernization of six elevators located at four base bid sites: 1900 Building (three geared traction passenger elevators), East Precinct (one hydraulic elevator), North Precinct (one hydraulic elevator), and Portland Communication Center (one hydraulic elevator). The scope of work includes full modernization of each elevator system, electrical and fire life safety work, cab interior finishes with allowances, interim preventive maintenance during construction, and two-year warranty preventive maintenance following project completion. Two alternates are available: Alternate 1 for St. John's Building (one hydraulic elevator) and Alternate 2 for expedited scheduling at the Portland Communication Center. The bid form requires contractors to provide detailed pricing, installation schedules, and project duration estimates beginning from the Notice to Proceed date. Bid irrevocability is required for at least sixty calendar days after the bid opening date.
The total base bid cost is $120,000.00, comprised of $60,000 for the 1900 Building modernization, $20,000 for East Precinct, $20,000 for North Precinct, and $20,000 for Portland Communication Center. All pricing for modernization, interim maintenance, and two-year warranty maintenance must be submitted on the form, with cab interior allowances pre-established at $60,000 for the 1900 Building and $20,000 for each single-elevator location, subject to adjustment based on final finish selections. The project is designated as a BOLI prevailing wage project with April 5, 2025 prevailing wage rates to be applied. Contractors must provide all engineering, labor, materials, and services on a turnkey basis with no additional change orders permitted except as allowed by contract terms. The contractor accepts full responsibility for compliance with all applicable codes, regulations, manufacturer instructions, and current industry standards, including requirements of the State of Oregon Elevator Inspector and project consultant.
