B. GENERAL INFORMATION

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; Price Lists are being requested, and a written solicitation will not be issued.

2. This solicitation is issued as a Request for Quotation (RFQ).

3. In accordance with FAR 19.502-2, a Partial (33%) Small Business Set-Aside. North American Industry Classification System (NAICS) code for this solicitation is 611699 – All other miscellaneous schools and instructions with a size standard of $16.5M.

C. REQUIREMENT INFORMATION

1. Description of requirement: See Attachment 2 – Performance Work Statement (PWS) “Performance Work Statement for Vertical Wind Tunnel” dated 16 June 2025.

2. Schedule of Services:

a. The Schedule of Services is identified in Attachment 4, Price List Template.

b. Acceptance/ FOB Point for all CLINS is: ORIGIN

c. New Mexico Gross Receipts Tax (NMGRT) may be applicable to the proposed effort.

D. INSTRUCTIONS TO OFFERORS:

FAR 52.212-1 Instructions to Offerors - Commercial Items Addendum

1. Submission of Offers. Quotes shall be submitted via email to the Contract Specialist and

Contracting Officer identified in Section A, combined synopsis/solicitation notice.

a. Electronic documents shall be submitted in .pdf, .doc, or .xls and less than 30MB.

b. Communication containing documents in any other format may be blocked or stripped by the Government’s server and may not be received by this office.

c. Files in .zip format may not be received by this office.

2. General: To ensure timely and equitable evaluation of offers, offerors must follow the instructions contained herein.

a. The quote shall be clear, concise and include sufficient detail for effective evaluation.

Responses to this solicitation shall strictly adhere to the requirements set forth in the solicitation and the corresponding Performance Work Statement.

b. The quotes shall not contain any extraneous information such as advertisements, or marketing information.

c. Offerors must clearly identify any exception(s) taken to the solicitation terms and conditions and provide complete accompanying rationale.

d. Submissions that do not adhere to format and content requirements may be considered non-compliant.

e. The Government reserves the right to eliminate any such quotes from consideration for award.

3 Written proposal of technical capabilities and approach

4. Factors:

a. Factor 1: Technical - The offeror shall submit a technical plan demonstrating their approach and understanding of the required services and items listed below in no more than three (3) pages using 12 pitch, times new roman font.

i. Facility and Vertical Wind Tunnel capabilities

ii. Location, shall be within an 8-hour drive of Kirtland AFB New Mexico

iii. Planning and scheduling hours

b. Factor 2: Price - Offerors shall insert the unit and total price of each CLIN listed in Annex 1 Price list.

i. The proposed price list shall include the unit price for one (1) hour of “Military Block” for classes up to 15 students, one (1) hour 351st Instructor re-certification training each including for VWT, equipment, classroom use (military block only), and video playback

ii. Pricelist extended to the Government shall be as low as, or lower than those charged to the supplier's commercial customers purchasing the same service offerings. If applicable, any discount extended to such commercial customers for prompt payment shall also be made available to the Government. All dollar amounts provided shall be rounded to the nearest dollar.

E. EVALUATION CRITERIA

FAR 52.212-2 Evaluation Criteria Addendum

a. The Government’s intent is to award a BPA or multiple BPA’s resulting from this solicitation to the Offeror responsible whose quotation represents the best value in accordance with the factors of this solicitation.

b. Basis for Award. Award will be based on the following:

i. The offerors acknowledgement and agreement to the terms and conditions incorporated in the solicitation;

ii. The offerors technical plan is determined to be technically acceptable; and

iii. The price proposed is found to be fair and reasonable in accordance with FAR 13.106-3

c. The Government may select multiple contractors; however, the Government reserves the right to award only one or no agreements at all, depending on the quality of the quotes submitted.

d. Rejection of Unrealistic Offers The following factors shall be used to evaluate offers:

i. Factor 1: Technical - The Government will evaluate Technical by assigning a rating of Acceptable or Unacceptable. For an offeror to be considered Technically Acceptable they must be able to provide a technical plan demonstrating an understanding of:

1. Facility and VWT capabilities,

2. Location within an 8-hour drive from Kirtland AFB New Mexico;

and

3. Planning and scheduling services.

ii. Factor 2: Price - The offerors Evaluated Price List, for award purposes, will be based upon the price list proposed for the military block and military coaching as listed in Annex 1. The TEP will be evaluated against the locally developed Independent Government Estimate and other means necessary found in FAR 13.106-3.

e. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
