About this file
This document provides installation guidelines and requirements for a solicitation to renovate a controlled area at Joint Base San Antonio Lackland Air Force Base. The renovation requires installing OM3 or OM4 multimode fiber optic cabling throughout the facility using Corning Secure Pre-terminated Solutions or equivalent. All cabling installations must follow guidelines for backbone and horizontal cabling, distribution boxes, network drops, and patch cables. The related solicitation is for a design-build project between $500,000 to $1,000,000 set aside for women-owned small businesses. Offerors must complete SF1442 forms and pricing, certifications, and provide a detailed proposal by the closing date. The Department of the Air Force Air Education and Training Command is the issuing agency.

Installation Guidelines
L Corning Secure Pre-terminated Solutions or technical equivalent. Use OM3/OM4 Pretium
EDGE® Module for Secure Solutions for high-density required areas and/or Universal Plug &
Play™ Closet Connector Housings (CCH) Module for Secure Solutions for non-high density required areas.
All newly installed multimode fiber optic backbone or horizontal cabling cable installations will be OM3 or OM4 for high bandwidth requirements areas i.e., datacenter.
No network drops from MIO/zone boxes or a wall outlet should exceed 20 meters in length.
Each distribution box will only house infrastructure from either unclassified (BLACK) networks or classification (RED) networks to support a RED/BLACK separation. Do not connect a network drop to a CCH cassette in a distribution box, which is color-coded or marked for a different classification. If a distribution box does not exist within range, a new one should be installed to support the required drop. The Contractor are only permitted to run patch cable with standardized lengths of 2 meters, 3 meters, 5 meters, 7meters, 10 meters, 15 meters, or 20 meters.
System trunks for backbone cabling will use a minimum of 12 strand (6 pair) multimode
OM3/OM4 plug and play MTP cables. New backbone (trunk) cable must terminate to a
CCH/EDGE cassette at each end. One end of a trunk cable will be at a distribution box to service hosts; the other end will terminate at a patch panel located in a building/floor distribution communications closet (unless the building/floor layout makes this unfeasible), located in close proximity to the network switch/router providing the connection and include a 1-meter maintenance loop.
Contactor provides support to run backbone cable, they will use custom cable lengths as required.
All MIO/Zone boxes should be secured to the building structure. All zone boxes must support
Pretium EDGE® Module for Secure Solutions and/or Universal Plug & Play™ CCH Module for
Secure Solutions (or technical equivalent); whichever is appropriate for the situation. Populate all MIO/zone boxes with the appropriate modules configured with RED LC connector for
SIPRNet circuits or YELLOW LC connector for JWICS circuits. Populate all MIO/zone boxes with modules of sufficient quantity to support a minimum of 20% future growth. If Universal
Plug & Play™ CCH Module for Secure Solutions is used; recommend using 24 fiber strand modules. Home runs from communication room patch panel to the outlet boxes will not be used.
Separate MIO/zone boxes for RED and BLACK will be used throughout the facility. MIO/zone boxes will not be shared between RED and BLACK networks.
If wall outlets are used, they should be configured with angled faceplates populated appropriately with color-coded OM3/OM4 LC connectors. Use fiber optic outlet boxes of at least 2-1/8” (54
mm) depth to provide dedicated space for current and future fiber optic cable installation. All circuits supporting wall outlets shall be routed from a MIO/zone box module above the dropped ceiling to the locations above where outlet boxes then via conduit (1” minimum) to outlet box.
Where access to the walls for installation of conduit and outlet boxes is not possible, use nonmetallic surface mounted raceways.
Cable will be run over false ceiling in areas rated for Open Storage. Patch cable will be run behind walls into a wall outlet when available; if not, patch cable will be enclosed and/or managed along areas where traffic is minimal.
When running cable through false ceiling, run fiber through cable trays or J-hooks when possible.
Patch cable will have a 1-meter maintenance loop at a user machine to account for small movements and possible re-terminations.
