DESIGN
The latest version of the Terminal Facilities Design Standard must be followed for the design of this project The latest version of the Standard Design Drawings must be followed for the design of this project Please contact Zane Edwards or Ryan Cummings of Design, Engineering, Innovation (DEI), prior to the commencement of design for the most recent TFDS and Standard Design Drawings.
Email: Zane.Edwards@FAA.GOV Cell Phone: 202-374-5570 Email: Ryan.Cummings@FAA.GOV Cell Phone 617-968-5583
VERTICLE CONVEYANCE
Dual machine room fire service access elevators (FSAE) must be provided in the ATCT shaft.
Follow the alternative approach for code compliance of FSAE dated February 2021
WHOLE BUILDING
COMMISSIONING
A third party commissioning authority will be retained to perform enhanced whole building commissioning. This effort starts prior to the commencement of design.
SITING
The siting report identified the recommended site as site 10 with a cab floor elevation of 167' AGL.
Review the Final TMB Siting Report and Comparative Safety Analysis (Safety Risk Management Document) and incorporate any required mitigations into the project.
The ATCT cab will utilize an 8-sided, 440 sq. ft. cab. Cab orientation was determined at AFTIL II and is shown in the RDWB, Cab Orientation w RWY tab. At AFTIL II it was determined that eight (8) cab mullions will be used.
CAB CONSOLES
Slatwall cab consoles have been selected for the cab. Slat wall consoles must be provided by an ATC Facilities Design, Engineering and Innovation vetted vendor.
SPACE
The Base Building will be based upon the 11,000 sq. ft. TRACON Standard Design, modify the room sizes per the RDWB space tab.
Regarding ATCT space allocation please contact DEI for the most recent Intermediate Activity Level (IAL) standard.
PARKING
Provide the following parking spaces:
30 Employee and Visitors
2 MIA GOVs 2 Accessible
ELECTRIC VEHICLE
The FAA Fleet Management Program at this time has no plans to provide electric powered vehicles to TMB. Please contact the FAA Fleet Program Manager prior to the 10% design submission to verify that this has not changed.
FAA EV Fleet Manager POC tim.morris@faa.gov Provide conduit infrastructure for charging stations from building electrical system to planned parking lot station location.
POWER SYSTEM
SPECIAL CONSIDERATIONS TMB ATCT
Power requirements for this project are a single radial with E/G and a whole building UPS. Adjust the electrical room sizes identified in the space tab to accommodate the design equipment and provide code required clearances. Outdoor Engine Generator with sub-base fuel tank.
The design engineer must utilize the new Electrical System Load Calculator. The tool can be found on the Terminal Facilities Standard design KSN site at the following link:
https://ksn2.faa.gov/AJW/AJW244C/dei/_layouts/15/WopiFrame.aspx?sourcedoc=/AJW/AJW244C/dei/Shared%20Documents/Electrical%20 System%20Load%20Calculator.xls&action=default
FIRE LIFE SAFETY BUS
Design shall comply with requirements of National Electrical Code (NEC), Life Safety Code (LSC), and International Building Code (IBC). These requirements are shown as outlined in July , 2021 Fire Life Safety (FLS)/ Electrical Workgroup Final Submission report. It is the responsibility of the designer to adapt these requirements into the design of the facility and provide a functional code compliant design. In the event that load shedding is necessary, the designer is responsible to design a code compliant design utilizing the general principles shown in the electrical drawings.
SECURITY
REV. 1/4/2024
Standard security requirements apply for a Security LeveL 2_ (FSL 2) facility in accordance with FAA Order 1600.69D, FAA Facility Security Management Program. The final security level determination and associated requirements will need to be coordinated with the Service Area
SSE.
COMMUNICATION
A RTR site will need to be established for the relocation of transmitters currently located at the TMB ATCT
COMMUNICATIONS
DIVERSITY
In accordance with FAA Memo dated 17 Dec 2009, "Communication Diversity for Critical ATO-T Systems" at section C, all new TRACON installations shall comply with Order 6000.36A, Communications Diversity.
AIRFIELD CABLE
COMMUNICATION
SYSTEM
The new ATCT will be connected to airport systems (ASR, RTR, etc.) in the same manner that exist at the existing ATCT facility. (i.e. Copper, Fiber, LDRCL, etc.)
ENROUTE TARGET
GENERATOR (ETG)
Confirm presence or absence of ETG and include space as required in space allocation tab
CONTRACT WEATHER
OBSERVER
There is no Contract Weather Observer (CWO) at this location.
SMOKING
A smoking room will be included as part of the design for this building. Room can be removed by official mutual agreement between management and both NATCA and PASS labor unions.
LACTATION ROOM
One lactation room shall be included in the design. The room shall adhere to the AIA Best Practices for lactation rooms and include the following at a minimum:
1. 100 square feet in size
2. User operated lockable door
3. Chair and 18" x 32" minimum work surface.
4. Sink and mini refrigerator.
SECURED FENCE AREA
The Air Traffic Organization Technical Space Guidelines requires a minimum of 1500SF of secured fence area for "materials, equipment, vehicles, storage and/ or staging etc.". The guidelines do not require environmental/ element protection.
SUSTAINABILITY
All new ATO design projects are required to meet the Guiding Principles for Sustainable Buildings and Associated Instructions.
Contact Mr. Gabriel Velicu, Terminal Facilities Design, Engineering, Integration Sustainability Lead with any questions. Email:
