A/E STATEMENT OF WORK
MIAMI EXECUTIVE AIRPORT
AIRPORT TRAFFIC CONTROL TOWER (ATCT) WITH ADMINISTRATIVE BASE BUILDING
AND NEW REMOTE TRANSMITTER RECEIVER (RTR) FACILITY
MIAMI, FL
MAY 9, 2024
I. GENERAL
The Federal Aviation Administration (FAA) is soliciting services from a qualified and experienced Architect/Engineering Firm to design a new Airport Traffic Control Tower (ATCT) with Administrative Base Building and new Remote Transmitter Reciever (RTR) facility at the Miami Executive Airport (TMB) in Miami, FL.
BACKGROUND INFORMATION:
The TMB ATCT is an FAA-owned, operated, and maintained facility that was commissioned in 1968. The airport currently has three runways (RWYs).
• RWY 9R/27L
• RWY 9L/27R
• RWY 13/31
In consultation with the Miami Dade Airport Authority, the FAA has identified a plot of land of approximately 3.1 acres via the FAA ATCT Siting Process for the new facility. The site location is identified in Figure 1. The coordinates shown are the location of the center of the new ATCT building. The estimated ground elevation at this site is 8 feet, and the top of the tower is estimated at 202' above ground level (AGL). The cab floor must be designed at an elevation of 167' AGL. Refer to Attachment 2, the sitting report, for additional information.
FIGURE 1: AERIAL VIEW OF RECOMMENDED SITE 10
The FAA requirements document found in Attachment 2 describes the facility space programming requirements. The new ATCT Cab will be 440 square feet, 8-sided. The administrative base building is estimated to be approximately 11,000 square feet.
II. SCOPE OF WORK
TASK 1 - DESIGN NEW AIRPORT TRAFFIC CONTROL TOWER (ATCT) WITH
ADMINISTRATIVE BASE BUILDING:
Following the Requirements Document and Siting Report, the firm must develop a biddable and buildable Issue for Construction (IFC) design package for the new TMB ATCT facility.
The scope will include the following:
A. The design must adhere to the Terminal Facilities Design Standard (TFDS) V2.1 document. The firm must become familiar with this document as it identifies the minimum FAA design requirements to meet the facility's needs in support of the National Airspace System (NAS).
B. Wind Tunnel Testing for Building Design: The firm must conduct a wind tunnel test of the proposed TMB ATCT Structure to identify the optimal wind load design criteria for the ATCT. See Attachment 6 – TMB Minimum Wind Tunnel Testing Requirements.
C. All deliverables by discipline and phase must be submitted as stated in the TFDS V2.1 Table C1.
D. The A/E firm must use the least expensive methods and materials to provide the required function, while maintaining minimum standards. Consider reducing construction costs at all stages of design. The firm must coordinate with the assigned FAA Project Manager before deviations from standard designs.
E. The A/E firm must conduct internal quality control reviews of all documentation prepared for the project. The firm's internal review must consist of a team of designers within the firm other than the assigned project designers. The design manager or quality control manager must coordinate this internal review before presenting each design deliverables to the FAA.
F. Develop a definitive construction cost estimate by Division per Unit Cost. Unit costs must only include labor, materials, and equipment for each line item. All other costs associated with Division 1 General Requirements, markups, allowances, contingencies, etc. shall be shown individually in the estimate.
G. Develop a pre-construction schedule at each submittal phases identified below.
H. Submit a design schedule for the project and update the schedule as needed throughout the duration of the design phase. The design schedule shall reflect that design work will progress while the FAA conducts it's submittal reviews.
I. Prepare and submit all necessary permits to the authorities having jurisdiction (AHJ).
Coordinate the design with AHJ to provide permit-ready Issue for Construction package as the final deliverable. Coordinate and/or obtain information on local permits required for the construction of the facility. Permits needed for construction shall be identified in the project specifications for the construction contractor to acquire. All other necessary documentation for permit applications shall be provided by the firm.
J. The principal architect and engineer from each discipline (civil, architectural, structural, mechanical, electrical, fire protection, etc.) shall be adequately registered in the State of Florida and be capable of stamping drawings for this project. The Issue for Bid and Issue for Construction deliverables must be stamped by each registered engineer/architect as appropriate.
K. The firm must coordinate and attend multiple site visits (see schedule provided below) with the FAA Project Engineer, FAA Planning & Requirements, Local Tech Ops, Local Air Traffic Personnel, and the Miami Dade Airport Authority to verify and obtain local site data, coordinate design intentions, and attend review meetings.
L. As required by the AHJ, a stormwater management system for the site must be designed in compliance with local, state, and federal requirements.
M. The principal architect and engineers from each discipline (civil, architectural, structural, mechanical, electrical, and fire protection) shall attend the review meetings in person at the PPD, 45%, 70%, and 100% design review phases.
N. The FAA will provide design review comments via ProJnet DrChecks online design comment software. The A/E shall evaluate all comments with a response indicating where any corrections were made and where the corrections are located within the design documents. The firm responses to FAA's comments must be provided before each design review meeting.
O. Provide design data handbooks with all calculations and major equipment selections per submittal requirements.
P. Provide a "photo-real" computer rendering of the facility (24" x 36"). Provide two full-sized framed and matted prints along with the rendering's electronic ".jpg" version.
Q. Ensure that the Cab, Administrative Base Building, and associated equipment rooms are classified as information technology equipment rooms (ITER) and meet all the requirements for such spaces per NFPA 75. In addition, ensure that all ITER support rooms, including but not limited to generator, electrical, UPS, and mechanical rooms are classified as information technology equipment areas (ITEA) and meet all the requirements for such spaces following NFPA 75.
R. Ensure that the fire life safety, emergency power, and electrical designs comply with Attachment 7 - Fire Life Safety (FLS) Jacobs Report dated June 2, 2021.
S. Prepare a 3-D Building Information Model (BIM) for the facility in Revit by Autodesk 2019 or a more recent version.
T. The facility design shall comply with the High-Performance Sustainable Building (HPSB) Guidelines for Federal Buildings.
U. The facility power systems will comply with the FAA CPDS-type Type Radial with Engine Generator and UPS.
V. Incorporate the FAA slatwall requirements and layout drawings into the design.
W. Develop furniture, fixtures, equipment (FF&E), and interior design for the facility, including finishes.
X. Support construction contract procurement activities.
