About this file
This document appears to be a set of questions and answers (Q&A) related to Amendment 3 of Solicitation Number 697DCK-24-R-00133 for the design of a new Airport Traffic Control Tower (ATCT) with Administrative Base Building and Remote Transmitter Receiver (RTR) facility at the Miami Executive Airport (TMB) in Miami, FL.
The key details from the Q&A are:
- The design calls for a square tower shaft with a segmented round flare at the occupied levels, and three levels below the console access level.
- The design includes two stairs and two elevators, as the tower height exceeds 119 feet.
- Wind tunnel results are not required prior to the Preliminary Project Design (PPD) submittal, but are required at the 45% design submission.
- The project manager can be "dual-hatted" as the senior architect or engineer, but must be supported by at least a junior-level architect or engineer in that discipline.
- Offerors can provide up to 5 pages each for project scope/deliverables and problems encountered/corrective actions, rather than the original 1 page limit, under Factor 1: Past Relevant Experience.

697DCK-24-R-00133 - Miami TMB A-E Amendment 3 Questions:
Q&A
Q1. For design considerations noting that the cab is 8 sided, does the FAA anticipate a square tower shaft standard or segmented round standard?
A1. Square shaft, with segmented round flare segment at occupied levels.
Q2. For design considerations does the FAA anticipate one or two levels below the console access level?
A2. Three levels actually.
Q3. Since the tower height exceeds 119’ please confirm the design includes two elevators and dual egress (two separate stairs).
A3. Confirmed 2 stairs and 2 elevators.
Q4. To cover significant changes to the standard design floorplan for site adaptation as noted in the SOW, please verify that the wind tunnel results are not required prior to the PPD submittal as implied on the SOW DELIVERABLES page.?
A4. Wind Tunnel Results are not required prior to the PPD and shall be submitted according to the TFDS v2.1, which indicates its required at the 45% submission.
Q5. Can the key personnel be dual-hatted i.e. can the Project Manager be the same as the Senior Architect, (Senior [Discipline])?
A5. The project manager may be "dual hatted", however they shall only be over a single discipline and they must be supported by another engineer/architect for that discipline (at least junior level). For example, if the project manager is going to be the senior architect as well as the contractor, must also have a supporting architect. This would apply for any discipline.
Q6. Please clarify whether we can provide additional information, and pages to the project sheets in addition to the requested information in Factor 1: Past Relevant Experience
1. one page detailing the project scope and deliverables, and
2. one page outlining the problems encountered and the corrective actions taken.
A6. Updating from one page to five pages:
1. In five (5) pages or less, briefly describe the project's scope and the A/E firm's required deliverables for the task.
2. In five (5) pages or less, describe any problems encountered and corrective actions taken, if applicable.
