697DCK-24-R-00133 - Miami TMB A-E Amendment 1 Questions:
Q&A
Q1. A/E Sow TMB ATCT Replace Final Rev04 Document: Subtasks for Task 1- Section 3:
Design of Administrative Base Building and Section 4: ATCT Design for a 440 sf Cab. The two sections indicate the designs to be done to FAA reference designs TMB-D-TOWB-XX and TMB-D-ATCT-XX. Please confirm if the RFP requires the Control Tower itself to be designed to a FAA reference design (Sustainable Tower Design Initiative by PAU https://www.faa.gov/tower-design, or other), or is it expected to be a new design.
A1. This is not a PAU design. The new ATCT is expected to be a new design, with reference to TMB-D-TOWB-XX and TMB-D-ATCT-XX. Lessons learned from other previous designs will be implemented.
Q2. Please provide the selection evaluation criteria for the RFP.
A2. Selection criteria can be found in Section M of Sol_697DCK-24-R-00333.
Q3. In the Cost Estimate provided in Attachment 01- TMB Siting Report Final (page 16), can we assume the design and construction cost for the RTR Facility excluded?
A3. Disregard the “cost estimates” in the Attachment 01-TMB Siting Report Final (page 16).
These cost estimates were only for the FAA to compare for siting purposes. Not for actual cost of construction.
Q4. Can FAA provide a list of Government Furnished Equipment (GFE) prior to the RFP response?
A4. The designer is responsible to design the entire electrical system. The GFE will be provided to the construction contractor based on the design from the A/E. The GFE list will be developed between the A/E and the FAA.
Q5. For the RTR facility, plans indicate some equipment to be provided by others. Can we assume these are GFE?
A5. Yes.
Q6. For the RTR Facility, is it intended for the equipment (Radio Racks) shown in dotted lines for space proofing for future installation?
A6. Yes.
Q7. Attachment 10 – RTR and RCAG Standard Design 36 ft shelter. Sheet 26 of 39 indicates the shelter as GFE, including all internal electrical work and external HVAC work by shelter manufacturer. Please clarify on work to be picked up by this RFP contractor.
A7. Shelter should be provided by the contractor, per specifications provided by FAA. The shelters are ordered as a complete package to included HVAC, cable trays, penetrations, electrical panels, etc. Typical manufacturers are Modular Connections and Dupont.
Q8. If shelter is GFE, who installs the shelter on the concrete pad?
A8. The shelter is CFE. The contractor will order, coordinate delivery, and install shelter on concrete pad.
Q9. Can the Attachment 10-RTR and RCAG Standard drawings be used as reference drawings by this AE designer? Or is this AE designer expected to produce a full set of RTR drawings including information provided in the reference drawings?
A9. Yes, the attachment can be used as reference drawings.
Q10. Are Geotech reports available for the proposed Site 10 ATCT location and the RTR facility for antenna tower foundations?
A10. Older Geotechnical reports are not available. New Geotechnical reports are expected to be provided by this contract, per the SOW.
Q11. Can KSN Access be provided prior to the RFP response date? Access to certain documents indicated as links in the Attachments is not available except through KSN
Access.
A11. Access to KSN will be provided upon award. If it is believed that need any information
(in a KSN link) is necessary to submit an RFP response let the FAA know which files.
Q12. Is the RTR facility near the existing ATCT for combination of site visits?
A12. The existing RTR is located on top of the existing ATCT. The new RTR will be located nearby (as separate facility at separate location) the new ATCT. This allows for a combination of site visits.
Q13. With the very short period for the RFP response, will FAA accept delays in submission of Attachment 17 – Past Performance Surveys, or alternatively accept such survey forms submitted for other FAA projects?
A13. At this time, there is no extension to the bid date and so therefore the Past
Performance must be submitted by the bid due date.
Q14. Are there M/W/DBE participation requirements for this project?
A14. We do not have a small business set aside for this requirement, however, due to the dollar threshold the firms are required to submit a subcontracting plan utilizing small business per clause 3.6.1-4 Small Business Subcontracting Plan (April 2024), no further designation is made.
Q15. Is the proposer to complete the entire SF 330, or just Section E related to Key
Personnel?
A15. Only section E needs to be completed.
Q16. Does the reference to the Firm mean the prime proposer, or can a project from a partner member of the design team be used to fulfill this requirement?
A16. Yes, reference to the Firm is the prime proposer. Any past experience shown that references key personnel must have been completed while the personnel was with the
Firm.
